The Integrated Statistical Data System (ISDS) is a statistical system comprised of three statistical domains: People, Place and Business. Leveraging integrated data, the ISDS is forming a foundational set of data assets for delivering and modernising Stats NZ’s statistical data and information production, including playing an important role in the delivery of Census and IDI modernisation.
The Administrative Population Model workstream focuses on implementing a person-centric administrative data linking system (People Domain), with outputs that can be used for official statistics. This includes working in an agile environment building and maintaining pipelines to onboard, transform and link data from a diverse range of sources.

These are two year fixed term roles ideally based in Wellington, however we are open to candidates from Christchurch and Auckland.
Senior Design Analyst ISDS – Administrative Population Model
The Senior Design Analyst will lead design and delivery activities for the Administrative Population Model (APM), helping transition analytical products and processes into modern cloud-based delivery environments. Working closely with Methods & Design, Census, Technology Services and operational delivery teams, the role will provide leadership across commissioning, design, development and implementation activities.
The role will translate statistical requirements into implementable designs, coordinate decisions across analysts, engineers and stakeholders, and ensure outputs meet agreed quality standards. A particular focus will be supporting code module development (repeatable and documented code practices for generic use), analytical pipelines and repeatable production processes that can be maintained and enhanced over time.
The successful candidate will bring:
- Strong statistical production and design experience.
- Experience translating business and statistical requirements into operational solutions.
- Excellent relationship management and stakeholder engagement skills.
- Experience leading work programmes with multiple dependencies.
- Strong analytical coding capability, ideally including Python and modern data platforms.
- Experience producing and reviewing analytical outputs, documentation and quality controls.
- The ability to mentor analysts and support technical decision-making across teams.
Design Analyst ISDS – Administrative Population Model
The Design Analyst will support development of the Administrative Population Model by building repeatable analytical processes, code modules (repeatable and documented code practices for generic use), and data transformations that contribute to a modern administrative-data-based population system.
Working with senior analysts, data engineers and subject matter experts, the role will investigate source data, implement business and statistical rules, develop quality controls and contribute to analytical pipelines that move from development through testing into production.
The successful candidate will bring:
- Strong analytical programming skills.
- Experience using Python, SQL and data transformation tools.
- Experience with record linkage techniques or a willingness to develop expertise in this area.
- Practical problem-solving and debugging skills.
- Strong attention to detail and commitment to quality assurance.
- The ability to learn new tools, platforms and methods quickly.
- A collaborative approach to delivery and continuous improvement.

Starting salary for this position: Senior Design Analyst $97,270 - $114,436 + kiwisaver | Design Analyst $84,027 - $98,855 + kiwisaver
