About the Role
The Programme Manager provides senior leadership across a portfolio of complex programmes within the Performance and Funding function. The role ensures programmes are planned, integrated, and delivered in line with national priorities, organisational objectives, and Hauora Māori outcomes. It supports governance, decision-making, and alignment across national and regional levels.
- Leads delivery of multiple complex programmes aligned to strategic priorities
- Oversees planning, integration, performance tracking, and risk management
- Embeds Hauora Māori outcomes, equity, and Te Tiriti principles
- Provides strategic reporting, advice, and communications to senior leaders
- Strengthens governance, alignment, and collaboration across stakeholders
About the Team/Service
As the Hauora Māori Service of Health New Zealand | Te Whatu Ora (Health NZ) our core role is to ensure New Zealanders have better and more timely access to health care. The devolution of resources and decision making to the regions ensures those closest to service users and whānau are involved in decisions on how healthcare is delivered. We are committed to ensuring our operating model is responsive to the needs of Māori.
The Funding & Performance team leads planning, funding, monitoring, and reporting for Hauora Māori services across Aotearoa. We administer the Hauora Māori appropriation, translate regional and national data and insights into investment decisions, and drive improvements in Māori health outcomes. Our mahi spans operational policy, investment, commissioning, and performance reporting, ensuring services are designed, purchased, and monitored in ways that uplift whānau, strengthen partnerships (including IMPBs), and deliver measurable, equitable outcomes for Māori.
About you
As an experienced programme or project professional, you bring strong capability in coordinating and delivering programmes of work, supporting and guiding others within your projects, and embedding best practice approaches, including the practical application of Te Tiriti o Waitangi. You are a confident and effective communicator, skilled at supporting senior leaders, enabling cross‑functional collaboration, and keeping programmes on track to deliver meaningful and measurable outcomes.
You will have:
- Minimum 7 years' experience in programme or project management, preferably within large, complex organisations
- Exceptional written and verbal communication skills, including the ability to prepare high‑quality governance papers, reports, and briefing materials
- Strong knowledge and practical experience in applying Mātauranga Māori and Kaupapa Māori approaches within complex environments
- Proven analytical and problem‑solving capability, with experience within the health sector considered advantageous
