Senior Advisor Funding, Performance & Funding - Hauora Māori Service at Te Whatu Ora, All Locations

About the Role

The Senior Advisor Funding role leads the delivery of commissioning activities within the Oranga Hinengaro portfolio, translating strategic intent into practical outcomes. It has a strong focus on equity-led and kaupapa Māori approaches to improve outcomes across mental health, addiction, and wellbeing. The role also works closely with internal teams and stakeholders to support effective investment, contracting, and service delivery.

Key Responsibilities:

  • Lead and support commissioning activities aligned to Oranga Hinengaro priorities
  • Apply equity-focused and kaupapa Māori approaches to improve Māori outcomes
  • Develop procurement plans, contract documentation, and manage provider negotiations
  • Support programme design, implementation, and ongoing project management
  • Deliver reporting, monitoring, and evaluation of funded programmes
  • Collaborate across teams to manage provider agreements and support sector transformation

About the Team/Service

As the Hauora Māori Service of Health New Zealand | Te Whatu Ora (Health NZ) our core role is to ensure New Zealanders have better and more timely access to health care.  The devolution of resources and decision making to the regions ensures those closest to service users and whānau are involved in decisions on how healthcare is delivered. We are committed to ensuring our operating model is responsive to the needs of Māori. 

About you

You are an experienced funding and programme professional with a strong background in project delivery, stakeholder engagement, and commissioning in complex environments. You bring a sound understanding of government processes, legislation, and strategic frameworks, alongside a commitment to equity, Te Tiriti o Waitangi, and improving outcomes for Māori and communities. You are adaptable, analytical, and confident in leading initiatives from concept through to delivery while building strong, trusted relationships.

You will have:

  • Minimum 5–6 years' relevant experience, including managing complex projects or programmes of work
  • Proven experience leading projects from planning through to delivery, including procurement, implementation, and evaluation
  • Strong stakeholder engagement skills, with experience working with Iwi, Hapū, Māori, communities, government agencies, and cross-functional teams
  • Sound knowledge of government processes and relevant legislation (e.g. Pae Ora Act 2022, Public Service Act 2020), with strong analytical and problem-solving capability
  • Demonstrated ability to manage competing priorities, work autonomously, adapt to change, and deliver high-quality outcomes on time and within budget
