Platform Manager (Virtual Desktop) at Te Whatu Ora, All Locations

Mō tēnei tūranga mahi | About this role

  • Work from your local Health NZ office – stay connected to your community while delivering nationwide digital health change.
  • Hybrid working opportunity
  • Permanent, Full-time

Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.

We provide essential hospital, specialist, and community health services across 80+ locations - from large urban centres to rural towns and remote communities.

Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.

About the Role

Join us as a Platform Manager (Virtual Desktop) and play a pivotal role in shaping the performance, reliability, and future direction of critical digital platforms. Operating at both a strategic and technical leadership level, you will oversee platform performance, optimisation, and integration, ensuring services are secure, efficient, and aligned with organisational standards. There is a vast variety of technologies in play, including Citrix, VMware Horizon and Azure Virtual Desktop for delivering applications and desktops to users nationwide. Hosting environments span Azure, hybrid, on‑premise infrastructure, VMware, Citrix XenServer, and AWS in some regions. Your technical insight across these platforms will be a strong advantage, with technical leadership being key to success in this role. You'll drive key initiatives that enhance service quality, support seamless system integration, and deliver against a forward‑looking digital roadmap.

In this role, you will provide strong leadership across teams, fostering a culture of collaboration, continuous improvement, and innovation. Working closely with engineers, business leaders, and stakeholders, you'll ensure platform services meet evolving business needs while maintaining high standards of performance and cost-efficiency. You'll also champion national ways of working—simplifying processes, reducing waste, and enabling smarter, faster delivery of outcomes.

We're looking for a motivated and forward-thinking leader who is curious about emerging technologies and committed to delivering meaningful impact. You'll bring a collaborative mindset, a focus on people development, and a strong sense of accountability for quality, safety, and compliance. If you thrive in complex environments and are passionate about driving transformation and operational excellence, this is an opportunity to make a real difference.

About the Team/Service/ Location

You'll be joining a dynamic, nationally connected Digital Services team within Health New Zealand, working across regional and local environments to deliver high-quality platform services that support critical health outcomes. The team is collaborative, diverse, and committed to continuous improvement, with a strong focus on innovation, knowledge sharing, and delivering value to the wider organisation. The service operates within a complex, fast-evolving digital landscape, providing exposure to modern technologies and enterprise-scale systems. You'll be part of a supportive environment that encourages professional growth, fosters strong cross-functional relationships, and empowers individuals to make a tangible impact on both organisational performance and patient outcomes.

About you

You are a seasoned and strategic technology leader with a strong track record of delivering high-performing, secure, and scalable digital platforms in complex environments. With deep experience across ICT and technical leadership, you bring the ability to balance innovation with risk, ensuring systems are robust, compliant, and aligned to organisational priorities. You are confident operating at both strategic and operational levels—leading teams, influencing stakeholders, and driving initiatives that deliver measurable outcomes.

You are motivated, accountable, and collaborative, with a genuine commitment to continuous improvement and developing those around you. Your leadership style reflects integrity, self-awareness, and a focus on building strong relationships across diverse teams and stakeholders. You understand the importance of cultural competency in Aotearoa New Zealand, including a commitment to Te Tiriti o Waitangi, and you actively contribute to creating inclusive, high-performing environments that support better outcomes for all.

You will have:

  • Proven experience in senior ICT or technology leadership roles, with responsibility for critical systems and platform performance
  • Minimum 10+ years' experience in IT, including at least 5 years in technical leadership positions involving Virtual desktop technologies such as Citrix, Horizon, AVD.
  • Demonstrated ability to develop and execute digital strategies that align with organisational goals and deliver tangible outcomes
  • Strong experience balancing innovation with risk management, ensuring system reliability, security, and data integrity
  • Expertise in optimising financial and service performance across complex, enterprise-level platforms
  • Relevant tertiary qualification (Bachelor's or Master's) in Computer Science, Information Systems, Engineering, Business or equivalent experience
  • Strong stakeholder engagement and relationship management skills, with the ability to influence across public and private sectors
  • Understanding of modern endpoint and virtual desktop technologies (e.g., Citrix, VMware Horizon, AVD, FSLogix, Intune, Entra ID)
  • Excellent communication skills, with the ability to translate complex technical concepts for non‑technical audiences
