About the Role
As a Business Intelligence Business Partner, you will sit at the centre of Te Whatu Ora's data transformation—turning complex system-wide health data into actionable insights that influence strategy, investment, and clinical decision-making across Aotearoa. This is a pivotal role where you will partner with leaders, clinicians, and project teams to embed high-value metrics into strategic plans, shape operational KPIs, and drive a consistent, data-driven approach across the health system.
Your day-to-day will see you bridging technical analytics with business outcomes defining and maintaining the product roadmap, aligned with the other products and enterprise analytics strategy. You will manage stakeholder expectations and communications across national, regional and district teams, ensuring compliance with privacy, security, and platform standards. You will be partnering with the Platform team in leading prioritisation and change management across governance, licensing, permissions, and integration.

Key responsibilities:
- Own the product vision and roadmap for Power BI (Fabric), ensuring it meets business and analytics objectives.
- Drive cloud economics: optimise platform costs through licensing, capacity planning, and integration with other tools.
- Represent the business in prioritising enhancements, licensing decisions, and integrations.
- Oversee governance artefacts: Terms of Reference, best practice standards, change requests, and release notes.
- Act as the primary liaison between Digital, Data & Analytics, and AI Governance, and regional, district analytics teams.
- Support the Power BI Working Group and Analytics Tools Oversight Group to enable aligned decision-making.
About you
You're an experienced BI professional who can navigate complexity, influence senior stakeholders, and translate data into meaningful, system-level insights. You combine deep technical competence with strong advisory capability, and you know how to lift the data maturity of a large organisation. You thrive in ambiguity, think strategically, and are comfortable leading analytical work across multi-agency environments.
You will bring:
- A relevant tertiary qualification and 10+ years' experience in analytics, BI, strategy, or related fields
- A strong understanding of Power BI and Microsoft Fabric capabilities, including experience with workspace management, user access management, and deployment pipelines.
- Experience in product ownership and governance.
- Proven ability to interpret complex issues and present insights to senior leaders and decision makers
- Strong relationship and partnering skills, with experience working across public sector or multi-stakeholder environments
- A track record of leading analytical components of large projects, driving quality improvements, and upskilling non-technical audiences
- Demonstrated experience applying Te Tiriti o Waitangi principles in practice
- Exceptional communication skills and the ability to influence, challenge and shape direction across diverse groups
Hands-on expertise in:
- Building and optimising Power BI reports and datasets.
- Managing licensing, capacity, and performance tuning.
- Integrating Power BI with other enterprise tools and data sources.
- Troubleshooting and supporting end-user adoption and best practices.
