About the Role
As a Senior Project Delivery Manager, you will play a pivotal role in shaping the future of Aotearoa's digital health infrastructure. This is a hands-on delivery leadership position focused on guiding high-performing teams to deliver complex, business-critical infrastructure projects that underpin Health New Zealand's national digital ecosystem.
You will take ownership of the full delivery lifecycle — from early inception and technical scoping through to planning, mobilisation, execution, and the successful implementation of large-scale infrastructure change. Working closely with project managers, engineering teams, technical specialists, and a broad range of stakeholders, you'll ensure that delivery plans are robust, achievable, and executed with excellence.
In this role, you will lead and inspire delivery teams, drive clarity and momentum, and ensure critical infrastructure initiatives land successfully across a diverse and highly complex national environment. Your work will directly strengthen the resilience, reliability, and performance of New Zealand's digital health foundations — ultimately improving healthcare experiences and outcomes for communities across the motu.

You Will Bring:
Extensive Infrastructure Delivery Expertise
- 10+ years' experience leading complex digital infrastructure, network modernisation, or cloud transformation programmes within large enterprise or public‑sector environments.
- A strong record of delivering mission‑critical infrastructure projects, including:
- Core network upgrades
- Unified communications deployment
- Data centre migrations
- Hybrid multi‑cloud integration
- Zero Trust and security uplift initiatives
Network & Communications Leadership
- Demonstrated experience delivering across enterprise LAN/WAN, SD‑WAN, Wi-Fi, voice, collaboration, and network security domains.
- Proven ability to partner with architects and technical SMEs to ensure successful delivery of carrier services, telecommunications, and critical communications platforms.
Hybrid Multi‑Cloud Delivery Capability
- Hands-on delivery leadership across Hybrid Cloud environments integrating:
- Azure, AWS, and/or GCP
- On‑premise infrastructure, virtualisation, and identity services
- Platform automation, monitoring, resilience, and optimisation
- Strong understanding of cloud governance, FinOps, and cloud operating models.
Delivery & Governance Excellence
- Extensive experience leading large, multi‑disciplinary delivery teams, including third‑party vendors, engineering squads, and specialist domain experts.
- Strong working knowledge of Agile, Waterfall, and hybrid delivery frameworks, with the ability to apply the right methodology for infrastructure‑heavy work.
- Proven capability managing complex delivery risks, dependencies, architecture governance, and change controls.
Vendor, Partner, and Stakeholder Management
- Demonstrated ability to manage relationships with major technology vendors, telecommunications providers, managed service partners, and cloud service providers.
- Skilled at influencing at all levels—from technical engineers to senior executives—to ensure alignment and successful delivery outcomes.
Strategic Leadership & Insight - Key to this role
- Ability to shape and drive digital infrastructure strategy across Network, Communications, and Hybrid Multi‑Cloud domains, ensuring alignment with organisational priorities and future‑state architecture.
- Deep understanding of enterprise infrastructure roadmaps, including network modernisation, cloud adoption pathways, identity transformation, and platform resilience uplift.
- Proven experience translating complex technical concepts into clear, strategic delivery plans for senior leadership and non‑technical stakeholders.
- Demonstrated ability to identify interdependencies across infrastructure, applications, security, and business operations, ensuring cohesive end‑to‑end delivery outcomes.
- Skilled at prioritising and sequencing large programmes of work to maximise value, reduce delivery risk, and support long‑term digital capability uplift.
- Strong commercial and strategic judgement when engaging with service providers, telcos, cloud vendors, and integration partners.
- Ability to influence architectural direction and delivery approaches, ensuring solutions meet requirements for scalability, reliability, security, and performance.
Qualifications & Certifications
- Bachelor's degree in Computer Science, Engineering, or related technology discipline.
- PMP, PRINCE2, or equivalent delivery management certification (preferred).
- Agile certifications such as CSM or PSM (preferred).
- Cloud or network certifications such as Azure/AWS Associate, CCNP/CCDP, or similar (advantageous).
