Clinical Advisor - Planning, Funding and Outcomes at Te Whatu Ora, All Locations

  • Permanent, part-time position (0.5FTE; 40 hours per fortnight)
  • Provide senior clinical leadership to improve equity, quality and patient safety across Aotearoa's health system

About the Role

As a Clinical Advisor Ambulance, you will provide senior clinical advisory leadership within the Ambulance Team, supporting service design, quality improvement, innovation and business-as-usual activities across the health system.

You will bring strong clinical expertise, systems thinking and influence to co-design models of care that improve clinical outcomes and enhance quality, patient safety and equity — with a particular focus on Māori health gain. Working closely with other clinical leaders within Health New Zealand, commissioning teams and clinical stakeholders from across the sector, you will help ensure clinical insight and frontline perspectives inform system development and integration.

The role includes supporting clinical governance and quality assurance activities, including advising on complex adverse event reviews, chairing sector adverse incident forums, and contributing to workforce development and enablement initiatives relating to ambulance and paramedicine. You will act as a critical link between clinicians, communities and system leaders, ensuring consistent, high-quality clinical advice is embedded across national and regional programmes.

The role also includes:

  • Contributing to strategy development from a clinical perspective
  • Representing Health NZ in key external forums (e.g. prescribing) as required
  • Making recommendations to senior leaders on initiatives to improve patient safety (e.g. adverse incident themes)
  • Contributing to paramedicine leadership across Health NZ
  • Reviewing Government Service documents (OIAs etc.) from a clinical perspective
  • Contributing to the development and review of clinical key performance indicators for ambulance services

This is a high-impact role where your clinical leadership will directly contribute to improving access, outcomes and experience of care for whānau across Aotearoa.

About you

You are a respected senior clinician with strong leadership capability and a passion for improving system performance, equity and quality. You are comfortable working in complex environments and influencing across diverse stakeholders.

To succeed in this role, you will have:

  • A relevant tertiary clinical qualification (e.g. postgraduate diploma or masters)
  • Current registration as a health practitioner in an appropriate discipline (e.g. paramedicine)
  • Proven experience providing senior clinical advice and governance in system and service redesign
  • Strong clinical experience in an appropriate setting (e.g. as an Extended Care Paramedic or Critical Care Paramedic)
  • Demonstrated experience implementing Te Tiriti o Waitangi in action
  • Recognised credibility as a senior clinical advisor, with in-depth knowledge of the ambulance and paramedicine workforce
  • Strong experience building and maintaining relationships with senior clinicians from across the sector, Māori and Pacific partners, and commissioning leadership
  • Ability to communicate complex clinical and system information clearly to senior leaders, Boards and Ministers
  • Experience working in regulated environments and across organisational boundaries
