About the role
As the Group Manager PMO & Delivery Enablement, you will operate across both planning and delivery, providing oversight of project, programme, and portfolio activity to ensure work is well governed, appropriately resourced, and aligned with organisational priorities. You will work closely with Programme Directors, Regional Directors, and other senior stakeholders across Digital Services to improve visibility of delivery, strengthen ways of working, and enable more effective decision-making.
This role sits at the centre of delivery and is critical to improving how we plan, prioritise, and deliver work across a complex and evolving portfolio. We are looking for an experienced delivery leader who can bring structure, consistency, and momentum, while partnering with teams to lift capability and overall delivery performance.
A key focus will be building and strengthening a practical, fit-for-purpose PMO and Delivery Enablement function. You will support teams to deliver successfully while embedding more consistent, transparent approaches across Digital Services, ultimately ensuring we are well positioned to deliver on our priorities in a more effective and coordinated way.
About the Team/Service/ Location
Based in Wellington or Auckland, this role sits within the Digital Services function, working closely with Programme Directors, Regional Directors, and senior stakeholders across a complex and evolving portfolio. You will be part of a collaborative and high-performing environment that is focused on improving visibility of delivery, strengthening ways of working, and enabling more effective, joined-up decision-making across regions and programmes.
Within this service, there is a strong emphasis on building capability, embedding consistent and transparent practices, and supporting teams to deliver with greater confidence and clarity. The team plays a critical role in connecting planning and delivery, ensuring priorities are well understood and executed effectively. Your Impact in This Role
- Leading the PMO and Delivery Enablement function
- Supporting portfolio planning, prioritisation, and reporting
- Strengthening governance and delivery practices
- Working with Programme Directors and regional teams to align delivery
- Improving visibility of delivery performance, risks, and dependencies
- Building capability across delivery teams
- Supporting the delivery of digital initiatives across the portfolio

Key experience, skills and qualifications:
- Proven experience in a senior PMO, portfolio, or delivery leadership role within a large, complex organisation
- Demonstrated ability to lead and mature PMO and delivery enablement functions at an enterprise level
- Minimum of 10+ years of experience in project and program management, with at least 5 years in a leadership role.
- Strong experience in portfolio planning, prioritisation, and performance reporting across multiple programmes
- Deep understanding of governance frameworks, risk management, and delivery assurance practices
- Ability to influence and engage senior stakeholders, including executives, to drive alignment and decision-making
- Experience working across matrixed environments, partnering with regional and functional leaders
- Track record of building capability and lifting performance across delivery teams
- Strong commercial and strategic acumen, with the ability to balance competing priorities and drive value
- Relevant tertiary qualification in business, information technology, or a related field (postgraduate or certifications such as MSP, PRINCE2, or Agile frameworks highly regarded)
