About the Role

As National Parking Manager, you will provide strategic leadership, governance and specialist expertise for the management of Health NZ's national parking portfolio. This influential role is responsible for developing and maintaining national parking policies, standards, frameworks, and operational guidance that support safe, equitable, efficient and accessible parking across Health NZ facilities.

Working closely with regional teams, districts, and service providers, you will drive a nationally consistent approach to parking while balancing the unique needs of local sites and communities. You will provide strategic advice on parking planning, utilisation, demand management, investment priorities and future infrastructure requirements, enabling evidence-based decision-making across the organisation.

You will also lead national parking technology, procurement and continuous improvement initiatives, monitor portfolio performance and trends, and provide assurance that parking services align with Health NZ policies, standards and strategic objectives. Through your leadership, you will help ensure parking solutions support patient access, staff wellbeing, visitor experience and the effective operation of Health NZ facilities.

This role reports to the Head of Land and Property and is based flexibly, with a preference for Auckland, Hamilton, Wellington, or Christchurch.

About the Team/Service/ Location

The Infrastructure & Investment Group (IIG) is responsible for the strategic planning and delivery of property and infrastructure services across Health New Zealand. Within IIG, the Land and Property team plays a critical role in managing the health estate to support equitable, accessible, and effective healthcare delivery.

About you

You're a strong relationship builder who enjoys working with a wide range of people to solve problems and improve services. You have experience managing complex programmes, services, or operations and can balance national priorities with the practical needs of local teams.

You're comfortable developing policies, standards, and business cases, and can turn complex information into clear, practical advice. You use data and insights to make informed decisions, identify opportunities for improvement and help shape future plans.

You work well with operational teams, service providers, technical experts, and senior leaders, and are confident leading change and bringing people on the journey. You're focused on finding practical solutions that deliver better outcomes for staff, patients, visitors and Health NZ.

Experience in parking, transport, infrastructure, facilities management, property, asset management, or a similar field would be beneficial.

You will bring:

• A degree in property management, valuation, or similar
• 5–7 years in a leadership role within parking management
• Proven experience managing parking services, leases, and commercial arrangements
• Strong financial and analytical skills, including feasibility modelling
• Project planning and stakeholder engagement skills
