About us

Education Infrastructure Service (EIS) as a part of the Ministry manages one of the largest property portfolios in New Zealand, composed of over 2,100 primary and secondary State schools and over 8,000 hectares of land with a carrying value of $17.2 billion.  EIS is also responsible for managing school payroll, school transport and for the delivery of information communication technology in schools.  EIS undertakes around 3,000 projects per annum; a combination of Ministry and School led projects costing at least $800m per annum.

The EIS Strategy and Policy Group are responsible for developing and maintaining the EIS Group strategy and for providing both strategic and operational policy advice and analysis across a range of issues relevant to EIS.

About the role

Education Infrastructure Services (EIS) are the Ministry of Education's team, responsible for school property. The Engineering and Design team sits within EIS's Strategy and Policy Group.

The key priorities for the Engineering and Design team include: 

  • Developing national guidelines and requirements for school design
  • Developing reference designs for existing building upgrades and new builds
  • Providing technical guidance to the delivery teams and helping resolve technical issues arising from various projects
  • Providing guidance and oversight on Earthquake Resilience and Weathertightness remediation programmes.
  • Leading the Design Review Panel which reviews all Ministry-run projects over $3m.


The role of ‘Technical and Engineering Project Advisor' is a critical role in helping to achieve the above.  It provides the opportunity to work with top industry experts, including engineers, architects, and building surveyors, in a great work environment on a wide range of policy or technical issues, making real impact on learning environments.

About you

To be successful in this role you will have a background in developing guidelines and standards in property and/or the asset management field. You will have sound understanding of relevant legal frameworks, and the Ministry's requirements for engineering and design of school buildings. You will also be experienced in engaging with a range of consultants including architects, engineers, building surveyors and project managers.

You will also offer: 

  • Excellent communications skills, especially writing and oral
  • Well developed strategic and critical thinking skills, with analytical capability
  • The ability to collaborate effectively with stakeholders
  • A good general working knowledge of the building industry
  • A relevant building or design qualification is desirable.
