Programme Director (Education Resourcing System)
Fixed Term contract until December 2019
Located in Wellington


Position Purpose:

The ERS Programme Director will be responsible for the successful delivery of the Education Resourcing System and will be expected to oversee the co-ordination and administration of all aspects of the Programme.

 

Programme Description:

The Ministry spends around $7.2 billion a year, directly allocated to early childhood education (ECE) services and schools, in the form of funding grants, and for schools, staffing entitlements. Timely and accurate determination and payment is a critical support to the day to day operation of more than 4,000 ECE services and 2,500 schools

The current IT system (EDUMIS) is 30 years old and reaching the end of its serviceable life. EDUMIS is also complex and inflexible, requires a long lead in time for implementing policy change, and does not easily provide the information now expected to manage a significant public investment.

In response, the Ministry established the Education Resourcing System (ERS) Programme to develop a new future-proofed resourcing service, underpinned by a flexible, fit-for-purpose, IT platform that is capable of delivering resourcing to ECE and schooling sectors and allows the Ministry to become a better-informed steward of the New Zealand education system.

 

The ERS Programme comprises three ‘delivery' projects which have varying degrees of scope, complexity and difficulty. These are:

• Education Resourcing Technology (ERT) Project: this project will, in collaboration with Unisys as the IT solution vendor, deliver the technology and implement the current policy for funding across ECE, Schools and Special Education, replacing EDUMIS and Small Business Systems that support the determination and delivery of resourcing presently. It will provide workflow approvals, business rule driven funding calculations, a payment management tool, a repository for resourcing information, and a policy scenario modelling capability.


• EDUMIS Transition (ET) Project: this project will prepare existing legacy system(s) for the change, and enable current funding delivery to be transitioned to the Education Resourcing System (ERS) whilst ensuring business continuity. It will provide a place for historical data and ultimately decommission the EDUMIS and affected small business systems.


• Education Resourcing Business Transformation (ERBT) Project: this project will prepare the Ministry Business Groups and education providers for the change in process, procedures and service delivery. It will include stakeholder management, communications, service design and training of users of the new system.

 

Experience:

The successful person will have proven experience and/ or background of managing programmes involving design, development and implementation of major technology solutions across large government organisations. He/she will be a strategic thinker, with organisational agility and the ability effectively deal with ambiguity.
• Public sector experience with a demonstrable record of completing high risk IT programmes successfully within government organisations
• Senior level project and programme management experience in either a PRINCE2 or MSP environment
• Change management experience with an ability to bring order to complex situations
• Relevant platform build (AZURE & OPA), decommissioning and data migration experience on a large scale & complex environment
• Ideally, the individual should have managed Programmes that have been under Gateway review from Treasury
• Exceptional relationship management skills with the ability to build and maintain relationships with key business owners and stakeholders

Knowledge:

• Strong business acumen with an understanding of public sector structures and culture
• Knowledge of best practice, programme and portfolio management
• Broad IT knowledge, including cloud based environments, and the use of COTS solutions
