About us

Education Infrastructure Service (EIS) as a part of the Ministry manages one of the largest property portfolios in New Zealand, composed of approximately 2,500 primary and secondary schools and over 8,000 hectares of land with a carrying value of $16.5 billion.  EIS is also responsible for managing school payroll, school transport and for the delivery of information communication technology in schools.  EIS undertakes around 3,000 projects per annum; a combination of Ministry and School led projects costing at least $800m per annum.

About the role

The Advisor - Ownership & Occupancy reports to the National Manager - Ownership and Occupancy and is responsible for the Ministry's land ownership record, advice on the use and status of land, recommending and administering third party use of education land and facilities. Third party uses of Ministry of Education land include casual community use and long term arrangements with operations such as swimming schools, and Early Childhood Education Centres. 

Your key priorities will include:

  • Managing, maintaining and developing the process and documentation related to Third Party Occupancy (TPO), leasing and licensing of Education land under the relevant sections of the Education Act 1989
  • Providing advice to Ministry staff and schools on the status and use of land and buildings used for Education
  • Interact with third party users of education land – e.g. Territorial Authorities and community organisations to develop agreements for use.

About you

You will have general property consultancy and/or property project management experience and a good understanding of property and resource management legislation and commercial property leasing processes. Experience in leasing (Crown and third party), licences to occupy and easements is preferable.

You will also offer:

  • Quality relationship / stakeholder engagement & management skills
  • Education sector awareness – such as Tertiary institutes, Special Education etc
  • Problem solving skills – the ability to critically analyse a problem and present a recommended course of action to decision makers
  • Excellent communication skills, both written and verbal
  • Sound knowledge of the Government's direction, policy priorities, and budgeting processes.
