About us:

The Parent Information & Community Intelligence (PICI) group is a function within the Ministry of Education, focused on supporting improvements in education that are driven by better engagement with the wider New Zealand public.  The group pursues opportunities to encourage thinking, activities and behaviours with learners, parents, whānau, wider communities and employers that assist in improving education outcomes.  There is also a focus on increasing the demand side voice in education discussions to ensure that our system is responsive and inclusive and delivers what is seen as important for our children, young people and their future.


About the Programme:

A programme of work - the Parents & Community Information (PCI) Programme - has been established. Its aims are to:

  • Power up learners, parents, whānau, communities and employers to influence the quality and relevance of the system, to contribute to their children's learning, and to support the achievement of standards and qualifications.
  • Support awareness and decision-making by learners, parents, whānau, communities and employers by recognising the information that is relevant and useful to each audience, providing clear guidance, and listening to the demand voice and demonstrating its impact.
  • Promote engagement, information supply and consideration of the perspectives of learners, parents, whānau, communities and employers by gaining knowledge about the best ways of reaching, supporting and empowering demand side audiences, regularly making contact, listening, sampling and testing, feeding back to business units information from the demand side that can support improvements.


About the role:

Reporting to the Programme Director, PCI Programme, this position provides advice about the Ministry of Education's system and service design and any related intentions and activities. The Service Design Lead will provide a touchpoint for both the programme and other Ministry groups as it works to identify initiatives that provide opportunities for increased awareness of the education system by learners, parents, whānau, communities and employers.

This role includes liaison with other Ministry teams about the design of services that may impact the demand side voice, in particular the Ministry's Education System Performance (ESP), Sector Enablement & Support (SE&S), and the Early Learning Student Achievement (ELSA) groups.

While the position is placed within a specific work programme, the role includes contributions to other work streams of the PICI group, as required.  


About you:

You will have a passion to contribute to young people's education achievement by supporting those who most influence them.

You will have sound working knowledge of service design techniques and tools and will have had previous knowledge and information implementation experience within a variety of organisations. You will have demonstrable experience in public sector advice and the implementation of changed public sector practices.

You will also possess:

  • Proven ability to work collaboratively across complex organisations
  • Significant direct experience in collaborative work practices
  • A record of influencing and achieving outcomes through non-formal leadership styles
  • Demonstrated experience in building successful relationships and stimulating change
