The Early Learning and Student Achievement (ELSA) Group sets the system-level learning for. every child and student. Working between policy and customer facing functions, there is a significant political, stakeholder and public interest in the high performance of this group and the education curriculum and teaching workforce outcomes we seek for. New Zealand. 

Within ELSA, the Secondary Tertiary Team covers the transition from senior. secondary through to foundation tertiary, and focuses on pathways to support young people to make successful and coherent decisions on steps to further study and training. The team supports ELSA to achieve strategic and operational objectives and to build a great working culture and environment. We are a practical, fast-paced, deadline driven and service oriented team.


About the role

The Communications and Engagement Lead is responsible for. the provision of communications, advice, plans and delivery, channel management, and collateral development, for. key work programmes in the Secondary Tertiary team. In relation to senior. secondary education, with a particular focus on the review of the National Certificates of Educational Achievement (NCEA).

Your Key Priorities will include: 

  • Providing high quality and timely communications planning and advice to build and protect the Ministry's reputation and minimise communication risks.
  • Develop and execute the communications strategy for. the NCEA Review, with a customer experience-centred approach.
  • Proactively develop and support activities that will engage stakeholders in the review through its various stages, to ensure people remain involved and understand the work we are completing.
  • Lead stakeholder engagement and manage stakeholder experience, taking the stakeholders (such as school principals) on a journey in the change process.


About you

You will have experience working in a communications and/or. engagement role in a large and complex organization. You will also have;

  • Experience developing and implementing communications strategies and plans that encompass a broad spectrum of communications activities.
  • The ability to work across a number of workstreams, and operate in an ever-changing environment.
  • Relationship management skills - the ability to influence and advise senior. leaders, identify key communications issues, and deliver relevant services.
