As part of a broader plan to reduce waste at its source, minimise waste being disposed of, and in turn decrease greenhouse emissions from waste, the Government is expanding the national waste levy scheme, developing a new national waste strategy, and increasing its investment in waste minimisation. Revenue raised through the waste levy, and other non-levy sources will be reinvested in reducing waste.  This work is enabled through the Waste Minimisation Fund, the Plastics Innovation Fund, and the Climate Emergency Response Fund.

This role will sit in the Waste Investment Directorate.  We work with industry, local government, and the community sector to support projects that seek to end our take, make, use and dispose culture and help move New Zealand to a circular, low-waste and low-emissions economy. 

We are looking for a Manager – Operations, Impact & Improvement to join our team and drive performance and impact across our funding teams as our investment function grows.  This is a new role, accountable for leading a newly formed ‘engine room' team that supports wider waste investment operations and provides the information, insight, engagement and tools the Waste Investments directorate needs to succeed.  You will manage and lead the team, coaching staff where required, driving high standards of collective performance and ensure cohesiveness and consistency of operations between waste fund teams.

The role is responsible for monitoring business unit health, realising the benefits of change, and identifying and driving ongoing business improvement. You will manage a team of specialists to encompass engagement and communications, commercial specialist advice, internal and external reporting, information and data management, insight and analytical support, and evaluation. The team will also be responsible for leading the Waste Investment Teams' input into the Ministry's ongoing investment in and development of our funds management software.

Reporting to the Director of Waste Investment and in collaboration with the Manager, Infrastructure Investment and the Manager, Circular Solutions Investment, you will contribute to the alignment, definition and development of strategic direction and tracking of KPIs and outcomes for the Waste Operations, Impact and Improvement team. This role is critical to ensuring clear focus for the implementation of work programmes and related performance objectives.

Our ideal candidate will have: 

  • A minimum of 6 years demonstrable experience delivering or overseeing reporting, business change, performance and process improvement, and/or evaluation work.
  • A minimum of 2 years leading a team or the delivery of a significant work programme.
  • Strong planning and prioritising skills, including financial management.
  • Experience in shaping a work programme to reflect business current and future needs.
  • Extensive experience with developing, leading and maintaining a variety of partnerships and relationships to support programme outcomes.
  • Expertise in one or more of data management, financial management, evaluation, data visualisation, reporting and quantitative analysis is a plus.
  • Familiarity with funds management, CRM or similar workflow management software tools and their development and ongoing operation and refinement.
  • A passion for developing people to be the best that they can be, and continuing to build a positive team culture.
  • An understanding of Te Ao Māori and appetite to champion this in our team and with our relationships with Te Tiriti partners and stakeholders.
  • Understanding of the machinery of government, the Crown's obligation to Māori, and the role and work of the Ministry.

Salary Range

Salary range for this role is $155,491 to $190,044 pa. Appointment within this range will be based on skills and experience.
