New role leading policy development, process and providing advice on how to uphold Treaty Settlements, Ngā Hapū o Ngati Porou Act, Takutai Moana commitments and existing commitments under the RMA, in the new RM reform context.
Resource Management (RM) reform is at a critical point for Aotearoa New Zealand. This is the first time the Government has undertaken reform of this size, giving significant effect to the principles of Te Tiriti o Waitangi, improving recognition of te ao Māori and striving to encapsulate the intergenerational importance of the health and wellbeing of the natural environment.
Mō te tūnga | About the role
The Ministry's RM Treaty Settlements team are calling out for an established senior level policy professional to join their growing team. As a Principal, you'll operate with a high degree of accountability and offer your judgement, insight and thought leadership around legislative process and legislation amendment of Treaty settlements and other arrangements in the new resource management system.
You'll be highly adept at balancing a strategic overview with working in the detail. You'll bring credibility and confidence in managing significant engagements with iwi, hapū and Māori groups. You will also consult and collaborate with MfE leaders and teams, and our key external partners including the Parliamentary Counsel Office, Te Arawhiti and other government agencies delivering on RM reform.
Above all, your experience and technical expertise in preparing and overseeing high-quality briefings and advice for Ministers will be crucial, as you lead the team delivering on briefings to strict deadlines, which are often framed by complexity and risk. Our Principals also play an essential role as a coach and guide to more junior colleagues to support their work delivery and overall professional development.

- Senior level policy experience with particular knowledge and expertise in legislative process;
- Familiarity with, or ideally exposure to, Resource Management reform;
- Familiarity with the Resource Management Act 1991;
- Ideally an understanding of te ao Māori and Treaty settlement perspectives;
- Demonstrable leadership qualities and capability to coach and guide teams in the delivery of high-quality advice to Ministers;
- Deep expertise and credibility in relationship management and stakeholder engagement across diverse groups and with senior leaders;
- High level critical thinking capability – you are pragmatic and solutions focussed; and
- Commitment to developing your cultural capability and capacity in te ao Māori.
Whānuitanga Utu ā-Tau | Salary Range
Salary range for this role is from $155,491 up to $190,044 pa. Appointment within this range will be based on skills and experience.
