The Policy Implementation and Delivery (PID) rōpū has a stewardship role in enabling environmental policy intention into positive reality. PID leads the planning and management of policy implementation, bringing together integrated partnerships iwi/Māori, partner agencies, local government, councils, industry and the scientific community to achieve collaborative, transformational delivery of environmental reforms.
We have an opportunity for an Analyst or Senior Analyst to join our Nutrient Management Tools team and support its ambitious work programme, stemming from the Government's response to the Overseer Review. Overseer is a software programme that assists farmers with nutrient decisions. In late 2018 the Parliamentary Commissioner for the Environment outlined steps that should be taken for the Overseer nutrient management model to be used confidently in regulation. As part of the Government's response, MfE agreed to investigate a proof-of-concept tool to measure N-loss on farms, investigate greater use of controls on practices and inputs to manage nitrogen leaching, and explore new approaches to managing diffuse nutrient loss risk.
Mō tēnei tūrangi mahi | About the role
Joining our close-knit and collegiate team, you'll play an integral part in the development and roll-out of the Risk Index Tool (RIT), with a core focus on leading and fostering engagement with our project partners as we shift our focus to commencing farm trials across the motu to showcase the tool. Your ability to travel nationally for this role is required.
Bringing strengths in communication and collaboration, you will become a key point of contact for the project as you manage contracts with delivery partners and work alongside and out in the field with iwi/hapū, regional councils and farmers. Experience of, or a willingness to engage in te ao Māori is integral to the projects success as we navigate between the ‘two worlds', ensuring that we meet our te tiriti obligations and uphold the mana of land owners and engagement partners.
As an Analyst or Senior Analyst, you'll also bring to life your writing skills to capture and summarise engagement and trial outcomes, develop briefings for senior leaders, and contribute to ministerial briefings and Official Information Act (OIA) responses relating to the tool. Following the completion of farm trials there will also be an opportunity to contribute to policy pieces related to nutrient management.

- Experience in an analysis/advisory/policy implementation role, and/or experience working in local or regional councils;
- Great communication and interpersonal skills combined with some experience of navigating and building relationship across a range of external partners and stakeholders;
- Good writing skills with experience of or the ability to contribute to advice and ministerial briefings;
- An understanding of te ao Māori and te Tiriti o Waitangi, with some experience of engaging and collaborating with tangata whenua;
- A relevant academic qualification in for e.g. policy, science, economics or social sciences;
- Overseer (agricultural tool) knowledge or experience;
- Project management or project delivery skills and experience.
- A current (clean) NZ drivers' licence and the ability to travel nationally (essential).
Whānuitanga Utu ā-Tau | Salary range
Our Senior Analyst salary range is from $101,802 up to $124,424. Our Analyst salary range is from $73,280 up to $89,565. Appointment within this range will be based on skills and experience.
