Mō te tūranga mahi | About the role
We are looking for an exceptional and experienced senior people leader to lead our newly established Strategy, Planning and Performance unit. This role reports to the Deputy Secretary, Strategy, Stewardship and Performance and works as part of a collaborative senior leadership team. The role also interfaces with the Ministry's Executive Leadership Group, and the Chief Executive's Office.
The Strategy, Stewardship & Performance Group generates and uses data and evidence to advise ministers and executive leaders, inform the Ministry's strategy to deliver on core priorities, support our policy programme, contribute to reporting to meet national and international statutory obligations, and evaluate performance for continuous improvement.
The Strategy, Planning and Performance Unit leads several critical functions:
- Working with the Executive Leadership Group to define and drive our strategy, outcomes, prioritisation and performance frameworks.
- Leading an integrated approach to strategic planning, reporting and programme delivery, ensuring a clear line of sight between outcomes, investments, activities and outputs.
- Tracking and reporting on the performance of the organisation and the wider environmental management systems.
The General Manager will focus on:
- Supporting the Ministry to become increasingly evidence-informed, strategy-led, and performance-driven.
- Working in partnership with the GM Māori Strategy and Performance to support the Executive Leadership Group and Chief Executive to reset the strategy and focus of the organisation.
- Collaborating with data, science, and evidence teams, ensuring the work of the Unit is evidence-informed.
- Developing and driving strategies and performance outcomes to track and focus improvements for the environmental management systems that the organisation administers (Resource Management; Environmental Safety; Waste and Resource Efficiency; Climate Adaptation; Marine; Environmental Knowledge and Data).
- Working across the Ministry to embed our new prioritisation and business planning programme.
This is a new role responsible for establishing the Unit, gaining credibility for its functions within the organisation, and embedding the ways of working that will support the Ministry's new operating model.
Critical to your success will be the ability to influence key decision-makers, set the strategic vision for your management team and build a highly engaged, cohesive and inclusive culture through your expert leadership skills.

Our ideal candidate will bring:
- significant experience leading people managers, with the ability to develop and foster talent
- background in strategy development, implementation, oversight, and performance monitoring and improvement
- an understanding of te ao Māori, Te Tiriti o Waitangi and an appetite to champion this in the team and with our relationships with Te Tiriti partners and stakeholders
- experience lifting stewardship capability in a range of regulatory systems, including through the development of system strategies
- extensive experience influencing across a range of functions, ideally across government
- demonstrated background working at a Ministerial level and understanding of the machinery of government and Crown relationships with iwi / Māori
- a collaborative approach and the ability to establish credibility and trust at all levels.
Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $221,713 to $268,895 pa. Appointment within this range will be based on skills and experience.
