The Analyst is an exciting opportunity to perform a junior role within the Ministry for the Environment's Market Assurance and Operations team.   

The Emissions Trading Scheme (ETS) is the key tool for meeting New Zealand's domestic and international climate change targets.  ETS units are issued and traded in the carbon market.  The Ministry administers the Climate Change Response Act 2002 and completes a wide range of interesting work in relation to the ETS and the carbon market.  The Market Assurance and Operations team supports the operation of the ETS, monitoring and analysis of the carbon market, and a policy project to improve the carbon market.

The team's two Analysts support more senior team members with a wide range of activities.  These include:

  • monitoring carbon market activity and commentary, and meetings with market stakeholders
  • analysing a wide range of ETS and carbon market data and information
  • risk management and governance
  • completing the ETS operations that MfE is responsible for including the quarterly ETS auctions and ETS fiscal forecasting, and cooperating with the other government agencies that conduct ETS operations including the Environmental Protection Authority, Te Uru Rākau/the Ministry of Primary Industries, and the Treasury
  • reviewing and improving how agencies perform the various ETS operations
  • procurement and commercial contracts.

One of the team's Analysts is undertaking a secondment until November 2026, this has created the opportunity for someone new to join the team for a fixed term.

Ngā pūkenga me ngā wheako | Skills and experience 

  • Ability to work positively with others to deliver results particularly to support more senior team members with a wide range of activities
  • Great verbal and written communication skills
  • Ability to undertake data collation, analysis and reporting including basic proficiency in Excel or a willingness to learn
  • Ability to set priorities, juggle a wide range of tasks, and work as part of a team to achieve deadlines and deliver good quality outputs
  • A qualification in economics or finance would be an advantage
  • Knowledge in, or an interest to learn about, the ETS and the New Zealand carbon market

Whānuitanga Utu ā-Tau | Salary range 

Salary range for this role is $79,598 to $96,372 pa.  Appointment within this range will be based on skills and experience.
