About us

The New Zealand Space Agency is the lead Government agency for space policy, regulation and business development relating to outer space and high-altitude activities from New Zealand.

We were set up in 2016 within MBIE's Science, Innovation and International branch to enable the development of a New Zealand-based space industry.

Our regulatory practice function manages regulation under the Outer Space and High-Altitude Activities Act 2017, and the effective operation of this regime.

The regulatory practice team will work closely with local, national and overseas regulators and with stakeholders and the regulated organisations under the Act to enable safe, responsible and secure activities. As an agile regulator, the team will develop and drive the development of regulatory practice, including procedures, processes, systems and standards in this rapidly evolving sector.

We will be advertising for multiple regulatory policy, international and operational roles across the agency over the coming months, and we also welcome expressions of interest for those opportunities.

 

Opportunity

This is a newly formed team and you will have the opportunity to help build a high performing team. As Business Analyst, you will report to the Team Leader, Regulatory Practice.

In this role, you will lead the development of our regulatory systems, procedures and processes to deliver robust licence determinations, monitoring and compliance combined with an excellent customer experience. This includes:

  • Develop and maintain operational systems and processes for pre-screening,  processing applications and compliance and monitoring under the Act, for the national register of space objects and for international notifications and reporting
  • Generate and maintain operational documentation on regulatory processes, including: process maps, information flows and operational procedures documentation, templates, forms and notices
  • Develop, communicate and manage systems, policies and procedures for: risk and information management, privacy, security and applicant/stakeholder enquiry management for the NZSA, and as appropriate make recommendations for their improvement
  • Lead engagement with the business experts and users to ensure processes represent activities and meet business requirements
  • Induct new members of the team into systems, policies and procedures
  • Support project planning, tracking and reporting for the agency
  • Provide wider support to the agency's processes and systems as required
