About us

The New Zealand Space Agency is the lead Government agency for space policy, regulation and business development relating to outer space and high-altitude activities from New Zealand.

We were set up in 2016 within MBIE's Science, Innovation and International branch to enable the development of a New Zealand-based space industry.

Our regulatory practice function manages regulation under the Outer Space and High-Altitude Activities Act 2017, and the effective operation of this regime.

The regulatory practice team will work closely with local, national and overseas regulators and with stakeholders and the regulated organisations under the Act to enable safe, responsible and secure activities. As an agile regulator, the team will develop and drive the development of regulatory practice, including procedures, processes, systems and standards in this rapidly evolving sector.

We will be advertising for multiple regulatory policy, international and operational roles across the agency over the coming months, and we also welcome expressions of interest for those opportunities.

 

Opportunity

This is a newly formed team and you will have the opportunity to shape its formation and future agenda. As Team Leader, you will report to the Manager, Space Policy and Regulatory System.

In this role, you will lead the agency's work on key regulatory activities, including:

 

  • Partner  with both the Manager and Team Leader Regulatory Policy to develop and drive the strategic agenda on the future of New Zealand's space activities across government interests 
  • Lead the development of regulatory processes, procedures, standards and monitoring and compliance activities under the OSHAA Act, and the relationship with wider domestic and overseas regulators and agencies. 
  • Shape the future of standards in New Zealand and internationally, as an agile regulator 
  • Develop and implement a responsive and risk-based monitoring and compliance strategy for OSHAA 
  • Manage the licensing and permitting process under the OSHAA Act, including monitoring and compliance activities, our national registry of space objects, and international notifications 
  • Manage the Government's Agreement with Rocket Lab for launches from New Zealand, and local and national government activities for launch campaigns 
  • Manage a small team of direct reports

 

Who we're looking for

We are looking for an experienced regulatory professional keen to shape and drive the effective operation of a brand new regulatory system, in a fast-paced and rapidly changing sector and global regulatory regime. In particular, we value:

 

  • At least 5 years' experience , preferably in a lead role, in a risk-based regulatory regime 
  • Experience in developing regulatory systems and domestic and international standards 
  • Experience in building and using strong relationships in complex and politically sensitive environments, at the local, national and international level 
  • Aptitude for working with ambiguity, translating policy objectives into practical, actionable steps and following through 
  • Proven track record of leading collaborative work programmes across a wide range of organisations and government agencies in both domestic and international environments 
  • Integrity, energy and determination to achieve with a sense of urgency 
  • Desire to deliver excellent customer service both internally and externally
