Job Description

The Ministry of Business, Innovation & Employment (MBIE) ICT branch provides valued services to our business customers.  Under the leadership of a new CIO we have recently undergone an operating model and structure change in order to lift our service delivery, increase the value we get for IT spend, and ensure we are ready to navigate an ever-changing digital world.  As a result of these changes we have a number of new roles to fill.  


About the role

Reporting to the CIO, and managing a team of up to six direct reports and an overall team of nine, this is a role that would hold primary accountability for understanding and driving the commercial and economic performance of ICT within MBIE.  This will be achieved by ensuring the integration of strategic and hands-on management of the ICT procurement, contract and vendor management functions, keeping in mind MBIE's current and future spend. 


Manager Commercial Performance will:

  • Lead and develop the supplier strategy and associated frameworks and methodologies
  • Ensure that MBIE has a framework in place to monitor service delivery and value for money
  • Drive the commercial and economic performance of ICT within MBIE
  • Create a mechanism for managing all future and current supplier arrangements, and ensure that there is a measure for benchmarking and evaluating performance
  • Actively manage key vendor relationships for all MBIE ICT products and services which includes strategic and commercial vendor management
  • Establish and disseminate internal processes and advice relating to procurement or commissioning of externally supplied and internally developed offerings
  • Oversee the annual supplier reporting and performance reviews
  • Develop strategies, work programmes and performance targets for the Commercial Performance team


Skills and experience

  • An in-depth understanding of government procurement processes from either a government agency or a vendor perspective.
  • Sound knowledge and understanding of ICT procurement and contracts, including legal risks
  • An understanding and appreciation of the New Zealand Public Sector environment coupled with senior business management experience
  • Ability to quickly establish and build strong working relationships and develop trust and credibility with managers, staff, vendors and other stakeholders
  • Sound knowledge and understanding of business economics modelling, analytics tools and methodologies
  • Broad knowledge of ICT environments, business practice and systems
  • Excellent communication skills – both verbal and written particularly business writing and reporting



  • Tertiary qualification in a legal, commercial, or business related discipline or equivalent experience
