Job Description

The Ministry of Business, Innovation & Employment (MBIE) ICT branch provides valued services to our business customers.  Under the leadership of a new CIO we have recently undergone an operating model and structure change in order to lift our service delivery, increase the value we get for IT spend, and ensure we are ready to navigate an ever-changing digital world.  As a result of these changes we have a number of new roles to fill.  

 

About the role

Reporting to the Principal Commercial and Contract Manager, this position leads the management of ICT vendors with the purpose of deriving the commercial and economic performance from our contracts with suppliers.

The Senior Commercial and Contract Manager takes responsibility for contracts that have been identified for specialist management attention. They manage ICT suppliers through the supplier life cycle from contract negotiation to contract end. They monitor performance, costs and contract compliance. They focus on improving supplier performance, value for money and deriving savings.

The role will integrate strategic and hands-on management of the ICT contract management activities, underpinned by a sophisticated understanding of MBIE's current and future spend. 

 

Senior Commercial and Contracts Manager will:

  • Work with the Principal Commercial and Contracts Manager to develop plans in line with policy for accounting and budgeting and where applicable the charging of ICT resources and services
  • Lead ICT commercial negotiations in relation to new initiatives with vendors
  • Analyse financial evaluations in order to manage vendor strategies and desired outcomes
  • Champion continuous improvement programmes with suppliers, that meet MBIE's requirements for value from investment and quality assurance
  • Conduct annual formal supplier performance reviews
  • Utilise highly developed commercial skills to identify external partners, engaging with professional in other related disciplines (e.g. lawyer)
  • Define commercial communications, and the management and maintenance of the relationship between the organisation and the supplier
  • Actively participate in coaching and mentoring across the team

 

Skills and experience

  • In depth knowledge and 5+ years' experience in commercial contract management
  • Demonstrated experience in ICT commercial contract management
  • Is able to develop detailed agreements, contracts, statements of work and other contractual documentation
  • Is able to analyse, review and critique proposed statements of work and other contractual documentation to identify compliance, completeness and accuracy issues
  • A working knowledge of the legal frameworks in which the contract resides
  • Demonstrated ability to work with vendors and internal stakeholders to gain best outcomes
  • Negotiation skills experience
  • Ability to quickly establish and build strong working relationships and develop trust, credibility, buy-in and collaboration with managers, staff, vendors and other stakeholders
  • Excellent communication skills – both verbal and written particularly business writing and reporting
  • Coaching and mentoring experience

 

Qualifications

  • A relevant tertiary qualification or equivalent knowledge, skills, and experience
