Senior Advisor Regulatory Practice – New Zealand Space Agency

About us

The New Zealand Space Agency is the lead Government agency for space policy, regulation and business development relating to outer space and high-altitude activities from New Zealand. We were set up in 2016 to enable the development of a New Zealand-based space industry.

Our regulatory practice team manages the effective operation of regulation under the Outer Space and High-Altitude Activities Act 2017, including licensing and permitting regulated parties covered by the Act.

The regulatory practice team will work closely with local, national and overseas regulators and with stakeholders and the regulated organisations under the Act to enable safe, responsible and secure activities.

This is a newly formed team and you will have the opportunity to be part of shaping its formation and future agenda. As an agile regulator, the team will drive the development of regulatory practice, including procedures, processes, systems and standards in this rapidly evolving sector.



You will report to the Team Leader Regulatory Practice and provide advice and analysis on regulatory practice issues relating to the New Zealand space industry. You will play a leading role in the Agency's work on key regulatory activities, including pre-screening, application assessments, risk management, monitoring and compliance activities under the Act.Use your experience and judgement to contribute to the development of procedures and frameworks as we build our regulatory model


  •  Take a leading role on government involvement in risk management of launch campaigns, as a coordinator of local area and national agency activities
  •  Undertake assurance, monitoring and compliance activity on our regulated parties relating to domestic and international obligations
  •  Lead the preparation of advice to the Minister on licensing applications
  •  Engage and collaborate with external agencies and stakeholders, in New Zealand and overseas, manage risks
  •  Undertake wider Space Agency work as required



Who we're looking for

We are looking for an experienced regulatory professional with enthusiasm to drive the development and effective operation of a brand new regulatory system, in a fast-paced and rapidly evolving sector with global reach and significance.

In particular, we value:

  • Experience and knowledge of risk management practices and risk-based regulatory and compliance systems, or experience working in the space industry with the ability to transition into a regulatory and compliance function   
  • An ability to integrate strategy and policy in to day-to-day operational processes, and present statutory or technical information in a manner which is clear and easily understood by a wide audience
  • A demonstrated ability to undertake assurance and monitoring activities and an ability to analyse system effectiveness and make outcome-based recommendations for improvement
  • Experience managing critical relationships with internal and external stakeholders, regulated parties and other regulators, and coordinating activities through to a successful conclusion
  • Experience delivering high quality advice to Senior Managers and Ministers with little supervision
  • Excellent problem identification, an eye for detail and a demonstrated ability to develop innovative solutions
  • Integrity, agility, energy and determination to achieve with a sense of urgency
  • Desire to deliver excellent customer service both internally and externally
