Senior Data Analyst - Fixed Term, Full Time

Te Haeata/The Opportunity  

We are seeking one experienced Senior Data Analyst and one experienced Senior Business Analyst to join the Ministry's Anti-Money Laundering and Countering Financing of Terrorism (AML/CFT) programme fixed term until 31 August 2027 and 25 June 2027 respectively. These are unique opportunities to contribute to one of the most significant regulatory reform programmes currently underway across the justice sector.

The AML/CFT programme is leading reforms to create a more effective, intelligence-led and risk-based AML/CFT system for New Zealand. This work is focused on ensuring regulatory effort is targeted at the areas of greatest money laundering and terrorism financing risk, while reducing unnecessary compliance burden and improving overall system effectiveness.

The Senior Analysts will play a critical role in building the quantitative evidence base needed to design and implement these reforms and monitor the effectiveness of the system. You will work closely with policy advisors, regulators, operational agencies and industry stakeholders to generate insights that support reform decisions, strengthen system performance, and help prepare New Zealand's AML/CFT regime for future international evaluation.

This is a fast-paced environment that would suit experienced analysts who enjoy tackling complex problems, working across organisational boundaries and turning data into practical policy and regulatory solutions.

We are looking for people with a proven track record in:

• providing clear and accessible advice based on complex quantitative evidence
• analysing large or complex datasets to identify trends, risks and opportunities
• dip sampling and conducting a cost-benefit analysis assessment from bulk data
• developing performance measures, analytical frameworks and evaluation approaches
• delivering high-quality modelling, research and data analysis to inform decision-making
• prioritising, planning and delivering multiple workstreams
• communicating technical concepts to non-technical audiences
• collaborating across agencies and with external stakeholders to deliver outcomes
• supporting regulatory, policy or system-level reform initiatives
• translating evidence into practical recommendations for senior decision-makers.

Ō pūkenga/Skills and Experience  

The successful candidates will have a relevant tertiary qualification or equivalent knowledge, skills and experience. Experience working with public sector, regulatory, compliance, enforcement or risk-related data would be highly valued.

You will bring:

• strong quantitative analytical capability and experience delivering actionable insights
• excellent written and verbal communication skills
• experience working with complex datasets and evidence sources
• the ability to influence decision-making through robust analysis and sound judgement
• experience building effective relationships across diverse stakeholder groups
• strong project planning and delivery skills
• a commitment to continuous improvement and analytical excellence.

Knowledge of AML/CFT, financial crime, regulatory systems or risk-based regulation and experience with intelligence data would be an advantage, but is not essential for the right candidates.

Utu ā-tau/Salary 

The remuneration band for this role is $112,766 to $145,388 and the appointing salary will be based on skills and experience.
