Job Description

  • A key trade policy role affecting all New Zealand's primary sectors
  • Coordinate the development of New Zealand's strategy relating to the development of international standards for New Zealand primary sector trade.  
  • Be responsible for MPI's input into the bilateral relationship with Australia including the Trans-Tasman food system, the Agricultural Ministers forum (AGMIN) and other bodies.

About MPI

About the team

The international standards team coordinates New Zealand's engagement with, and strategies for, the international standards-setting bodies that are critical to New Zealand's agriculture trade interests. The team also has responsibility for overarching coordination of New Zealand's formal primary sector relationship with Australia.   

About the role

The Manager, International Standards, is a key strategic position. Responsible for managing 9 direct reports, the manager will take a long-term view of New Zealand's key objectives in relevant international forums, and deploy resources effectively to achieve those objectives. As many parts of MPI retain an interest in these organisations, the successful candidate will be able to work well across MPI, and the wide New Zealand Government as appropriate, ensuring “NZInc” coherence.

As a member of the leadership team of international policy, the successful candidate will also drive staff development and performance, and contribute to wider directorate policy programmes, including in trade, economic and environment policy.

The role also leads MPI input into the Australian bilateral relationship, including MPI's engagement with its counterpart organisation/s; the Agricultural Ministers forum; and related bodies to ensure that New Zealand effectively uses resources in this area to pursue MPI objectives.

To be successful in this role, you will have

  • Strong relationship management skills
  • The ability to draw connections between technical and political/international developments
  • Strategic vision over a ten to twenty year horizon, and the ability to drive work programmes that enable the long term performance of New Zealand's primary sectors
  • Experience in managing staff, administrative, financial and personnel systems and processes, and in developing and implementing support systems within government organisations
  • Experience in staff management and development
  • Knowledge of strategic and business planning processes
  • Experience in analysing technical issues and making business decisions with financial impact
  • Significant experience in public policy development, consultation and administration preferably in a science-based area
  • Knowledge of the multilateral trading system under the World Trade Organisation – a working knowledge of the Agreement on the application of sanitary and phytosanitary measures (SPS agreement), good understanding of the Biosecurity Act 1993 and other similar legislation
  • Project Management skills, including experience in leading projects and achieving effective outcomes in situations where there are diverse interests
  • Proven negotiation skills
  • Communications and presentation skills
