The Ministry for Primary Industries are currently recruiting for a Senior Operational Policy Analyst to join our Forestry System directorate which forms part of our wider Te Uru Rākau – New Zealand Forest Service business unit.
Kōrero mō te tūranga - About the Role
This role is part of the Strengthening the Forestry Supply Chain Programme to progress development and implementation of a range of measures, including:
- Registration of log traders and forestry advisers; and
- Establishing a wood legality assurance system.
As a Senior Operational Policy Analyst, you will contribute to delivering these two core projects through for the Forestry and Resource Management team:
- Develop and implement regulations that operationalise the policy decisions; and
- Develop and implement a suite of new operational policies, processes, and procedures to make the new provisions operational for stakeholders
The role is highly collaborative and involves working closely with our policy staff and partner agencies to develop regulations and operational policies to implement the new provisions in the legislation. It also involves working with forestry stakeholders and Treaty partners to design and deliver new guidance material to help people to understand the changes.
This role is dynamic and involves a range of different work streams. Core responsibilities of Operational Policy Analysts in the team include:
- Link high level strategy and legislative intent and operational implementation.
- Develop regulations to implement new legislative provisions to strengthen the integrity of the forestry supply chain, including public consultation.
- Provide operational policy and implementation advice to senior leaders and Ministers.
- Work with a wide range of external stakeholders to design and deliver guidance on new provisions to strengthen the integrity of the forestry supply chain.
- Work with internal stakeholders to design and deliver new regulations, operational policies, and processes to implement new forestry policy for strengthening the integrity of the forestry supply chain.
Mōu - About You
To excel in this role, you will have strong analytical and written communication skills, an ability to develop collaborative working relationships with a range of stakeholders, and a customer-centric work ethic. An understanding of Te Ao Māori and Māori land use and forestry interests will be an advantage.
As a Senior Operational Policy Analyst, you will have a strong policy, operational policy or implementation background, and you will be able to take a lead role in the team. You will be able to quickly understand and critically analyse technical concepts and communicate to a broad range of audiences. You will also need to demonstrate a strong ability to establish and maintain effective relationships with internal and external stakeholders, colleagues and senior management. Previous experience in stakeholder consultation and co-design is desired.

Ministry of Primary Industries is delivering two unique, related initiatives to help strengthen the integrity of the forestry supply chain. The dedicated project team based within Te Uru Rākau will be supported by subject matter experts and key stakeholders from across the organisation as well as key cross agency stakeholders. Working across Government and with industry stakeholders, the team will deliver projects that improves professional standards and market assurance within the forestry sector. Improving small landowners' access and benefit from the forestry market is at the heart of these initiatives.
The Operational Policy – Forestry and Resource Management team provides regulatory and operational policy advice to incentivise afforestation and improve forestry and resource management through regulation and initiatives. The approach is to ensure that government intervention on forest land management is aligned, evidence based, intelligence led and pragmatic.
The team is part of the Forestry System directorate. The directorate covers a wide range of forestry regulatory and operational responsibilities, with a focus on supporting sustainable land management, use of our forestry resources and New Zealand's climate change responsibilities.
