About the Role - Kōrero mō te Tūranga
We're looking for an Adviser who can blend learning design, competency framework development, and digital capability uplift to help our Biosecurity Import & Export Standards (BIES) Directorate build a highly skilled, confident workforce through modern training delivery.
This role focuses on designing and delivering practical training, building structured capability frameworks, and developing high‑quality learning resources — including digital and e‑learning content — while also supporting our staff with the systems, tools and processes they use to carry out risk assessment and analysis.
You will play a core role in improving how BIES builds and maintains staff competency — designing structured frameworks, creating engaging learning materials, and supporting teams to confidently use new tools, systems and processes.
A key part of this role will involve working directly with staff that carry out biosecurity risk assessments and analyses. You'll help ensure they have the right training, clear documentation, and effective learning resources to support consistent, high‑quality risk analysis practices.
This role is ideal for someone who enjoys translating complex regulatory or technical information into clear, accessible training and guidance — and who is confident working with digital tools to support learning.
Your key responsibilities will include:
- Develop and maintain capability and competency frameworks
- Design and deliver training programmes (in‑person and digital)
- Create clear, accessible learning materials, guidance, templates and documentation
- Develop e‑learning modules and digital content to support workflows
- Work with technical subject matter experts to translate risk analysis concepts into practical, usable learning resources
- Ensure training is aligned with best practice in adult learning, accessibility and usability
- Support teams to adopt new tools, systems and processes (including digital tools used in scientific assessment)
- Contribute to continuous improvement of learning systems and resources
About You – Mōu
You'll bring a blend of learning design skill, structure, and a people‑centred mindset. You'll enjoy simplifying complex information, creating usable learning products, and delivering high‑quality, practical training.
Your experience will include:
- 2–4 years' experience in learning design, capability development, organisational learning, or a related field
- Experience developing competency frameworks or structured capability models
- Skills in instructional design and e‑learning development skills (e.g. Storyline, Rise, or similar tools)
- Ability to translate technical/scientific or regulatory information into clear, user-friendly content
- Excellent communication, facilitation and documentation skills
- A collaborative, curious mindset and commitment to high‑quality learning outcomes
Experience with public sector environments, service design, or Te Tiriti o Waitangi principles is a bonus.
