Director – Water Allocation

The Ministry for the Environment and the Ministry for Primary Industries are jointly responsible for developing options for improving how we allocate the ability to use New Zealand's freshwater and the ability to discharge contaminants to our waterways. This is a new directorate with accountabilities to MPI and MfE, situated within MfE, with an ambitious multi-year work programme.

This dedicated directorate is being established to ensure lead agencies are well placed to deliver high quality and innovative advice, and will have expanded capacity and capability. 

This complex and key Government and organisational priority covers a range of issues, including water bottling and pricing, iwi/hapu rights and interests, equity issues, economic development and machinery of government/institutional design.  Our work is becoming increasingly fast paced, as we approach recommendations to lead Ministers at the end of the year, before moving into a process of decision making and consultation in 2018 with legislation and any consequential institutional design changes.

As the Programme Lead you will drive the strategic direction of the team using your deep understanding of water allocation in New Zealand and on a global scale.  You will have oversight of the directorate's work providing timely and high quality advice to lead Ministers on a complex and potentially contentious area that can impact on New Zealand's environmental, economic and cultural outcomes for the next 20-30 years.  Your significant experience leading project teams responsible for the design and delivery of new policy and/or services will be highly valued in this fast paced and sometimes ambiguous environment.

A key component of your role will be managing key stakeholders including lead Ministers, Iwi and existing water users, so you will be someone who builds and manages diverse relationships with ease.  Experience working with cross-agency teams will also be important as will a solid grounding in project management .
