About the Treasury

The Treasury is New Zealand's economic and finance ministry. Our vision is to be a world class Treasury working towards higher living standards for New Zealanders.

The Treasury is increasing its monitoring of the Crown entities and programmes involved in house-building, as well as the overall Crown-led building programme. The entities and programmes include Housing New Zealand Corporation, Tamaki Redevelopment Company, Hobsonville Point, the Crown Land Programme and the Emergency Housing Programme.

About the Role

This Analyst/Senior Analyst position is for a fixed-term of one year.  We are open to a secondment to provide a development opportunity.

The focus of this role is the commercial and non-commercial monitoring of the above entities and programmes, but there will be opportunities to provide policy advice relating to them. The balance between monitoring and advice will be discussed with the successful applicant on appointment. The monitoring will include:

  • the strategic environment of the entities and programmes, including trends and risks in the building sector
  • drivers of commercial and non-commercial performance
  • actual performance, both at an overall and more-detailed level
  • the quality of governance and management.


The monitoring will include working with the monitored agency, and reporting independently as necessary, on regular periodic reports to shareholding ministers as well as on special topics as agreed with those ministers. You will also have opportunities to provide proactive commercial and non-commercial advice to the ministers.  

This role is one of a team of two staff working on the monitoring of these Crown entities and programmes, which is in turn a part of the Treasury's Transactions Unit, which manages social housing transfers and provides policy advice as part of the Government's Social Housing Reform Programme.

About You

We are after at least three (analyst role) or five (senior analyst role) years' experience in monitoring entities and, ideally, policy advice. You are expected to become an expert adviser on those entities and programmes for which you are responsible, and to build a relationship of trust and respect with the entities at all levels.  

We require a motivated individual who can deliver under pressure and work well both on their own and within a team. You will have a sharp mind, and provide high-quality written and oral advice. Experience working in or with government is helpful but not necessary.
