Job Description

Senior/Analysts/Policy Analysts

Vacancy Closes: Sunday 28 January 2018

We are passionate about making Aotearoa New Zealand the most liveable place in the world.  As the government's primary advisor on the environment we support New Zealand's prosperity - economic, social and cultural - without compromising it for future generations.

We are seeking motivated and capable people with policy and/or relevant environmental management and reporting experience to drive a forward looking work programme with willing partners to help us achieve this purpose.

Strategy and Evaluation

Two vacancies exist within the Ministry's Strategy and Evaluation team. Our work programme includes monitoring emerging environmental management issues that are likely to be of long term public interest and the suitability of the environmental management regime to meet current and future issues. We also monitor progress towards achieving the Ministry's outcomes.

As a member of the Strategy and Evaluation team you will focus on the environmental management system at the same time as driving through work on key Ministry priorities. You will need to be an accomplished collaborator able to capitalise on and drive convergence of interest to establish an interdependent agenda for both environmental and economic gains. In return we offer a work environment that encourages collaboration and innovation on issues that are important to all New Zealand.

If you would like to discuss these roles further please contact Justin Strang, Manager, Strategy and Evaluation, on +64 22 066 9013 for more information.

Environmental Reporting

We are also looking for an analyst in our Environmental Reporting team with data science expertise who is confident using R for analysis and reproducible reporting; ideally with version control software like Git. Experience with SQL and software development practices (like modular code, continuous integration), or willingness to learn, would be a plus. As the subject matter is predominantly environmental data, a background in ecology, conservation or environmental science will be a definite advantage in this role.

This is not a purely data science role. The Ministry for the Environment places a lot of value on communication, collaboration and stakeholder engagement. The successful candidate will be able to understand, synthesise and communicate complex environmental information to a generic audience. You will work closely with other teams within the Ministry, in partnership with Statistics NZ, across the Natural Resource Sector and with stakeholders from Regional Councils, Crown Research Institutes and Universities.

You will be keen to engage in debate and challenge on technical issues, have experience in working collaboratively, be able to work on different issues without getting flustered and enjoy working with people with different expertise.

If you would like to discuss these roles further please contact Jean Le Roux, Manager, Environmental Reporting, on 022 067 6053 for further information.

To be successful in the above roles we are looking for candidates with:

  • A proven ability to take responsibility for pieces of work, to distil clarity out of ambiguity, and to manage time and competing priorities effectively.
  • A strategic view, the ability to make linkages and to generate innovative and sustainable solutions.
  • Excellent written and oral communication skills and the confidence to build and maintain purposeful stakeholder relationships.
  • A can do attitude and the ability to work independently and as part of a team.
  • For the Analyst (RMA Planners) roles, you will have a working knowledge of the Resource Management Act and will likely have experience in district and/or regional resource management plan-making and/or consenting.

As an individual you'll have significant drive to continually grow and develop both yourself and those around you. We are a Ministry that invests in the development of its people and in the future you will have opportunities to rotate into other subject areas within the Ministry.

We are looking for exceptional candidates whose working style demonstrates:

  • Curiosity – Ask questions, listen and understand other perspectives. Use storytelling, insights from data, real life examples and views of end users to shape your work and grow your thinking.
  • Innovative thinking – Bring fresh thinking and be receptive to others' ideas and ways of working. Problem-solve and advise with impact. Think strategically and consider regulatory and non-regulatory approaches when implementing policy changes.
  • A focus on action – Achieve ambitious goals and operate with a high degree of accountability and judgement.

The following skills and qualifications would be highly regarded:

  • An academic qualification in public policy, law, economics, planning or environmental and social sciences.
  • Relevant experience working in central government, local government or the private sector.
  • An understanding of the principles of the Treaty of Waitangi, Te Ao Māori and engaging with Māori/iwi.
