Job Description

The Ministry for the Environment is inviting individuals to apply for four upcoming vacancies on the Board of the Environmental Protection Authority (EPA) which includes the position of Chair. Board members are expected to be appointed by the Minister for the Environment in June 2018 with terms lasting up to 3 years. Additional information on the role is attached for your information.


Summary of EPA functions and legislative requirements for the EPA Board

The EPA has consenting and regulatory functions under the Resource Management Act 1991, the Hazardous Substances and New Organisms Act 1996, the Climate Change Response Act 2002 and the Exclusive Economic Zone and Continental Shelf (Environmental Effects) Act 2012. The EPA has an eight member Board to ensure the EPA meets the obligations of the Environment Protection Authority Act.


As required by the EPA Act, it is desirable that Board members have the following competencies:


  • highly skilled in governance and organisational change and growth
  • knowledge of New Zealand's environmental management system
  • an understanding of the New Zealand economy and the linkages with good environmental management
  • knowledge and experience relating to the Treaty of Waitangi / Te Tiriti o Waitangi and tikanga Maori (Maori customary values and practices)
  • an understanding of the administration of environmental and risk management frameworks
  • familiarity with central government processes.


We are looking for candidates interested in the Chair or Board member positions on the EPA Board and in addition to the statutory requirements above it is desirable that the candidate has expertise relating to one or more of the following:

  • extensive governance experience and leading through organisational change at a similar or higher board level
  • experience working on boards of regulatory bodies
  • strong financial experience is preferred, having held a Chief Financial Officer position or similar senior role in Finance and Accounting
  • deep, strategic knowledge on wider environmental issues to help the EPA focus on what's important


Please note that EPA Board members with the appropriate background and availability may additionally be appointed by the Board to sit on decision-making committees for marine consent applications lodged with the EPA.
