Job Description

Social Sector Leadership - Deputy Chief Executive (two positions)

Serving over a million New Zealanders, the Ministry of Social Development (MSD) is one of New Zealand's largest public service organisations and is the lead agency for the social sector. MSD helps the Government set priorities across the sector, co-ordinates the actions of other social sector agencies and tracks changes in the social wellbeing of New Zealanders. Working with partners, MSD provides policy advice and designs, delivers and purchases community services, programmes and initiatives to assist young, working age and older people in families, whanau and communities.

The organisation's Chief Executive is currently seeking two exceptional individuals to join the senior leadership team. These two positions work in collaboration with executive peers to provide strategic leadership across an organisation of approximately 7,000 staff, working in 160 sites nationwide.

Deputy Chief Executive – Service Delivery

This is a significant, high-impact people leadership role, with accountability for MSD's largest component - its operational service delivery arm.

Leading over 5,000 staff, the appointee will translate organisational strategy into streamlined operational functions, ensuring that the Ministry works as one cohesive organisation, embracing its common goals.

The role requires a proven executive, with deep operational experience. As an effective ‘leader of leaders', you will have the capacity to enable positive change in large, complex service delivery environments.

Leading and modelling a clear focus on maximising customer fulfilment will be critical. You will need well-honed people and relationship management skills to further improve national and regional service delivery through a wide range of channels. Prior experience working with Maori and Pasifika clients would provide further value.


Deputy Chief Executive – People, Culture and Strategy

This new leadership role is the ‘strategic hub' of the organisation. It holds primary accountability for developing and implementing strategies and programmes designed to drive organisational change, strengthen organisational culture and build employee engagement, capability, performance and stakeholder relationships.

The position has significant breadth. Key functions include People, Culture and Inclusion, National Communications, Organisational Planning, Performance and Governance, Ministerial and Executive Services and the Enterprise Portfolio Management Office.

You will need to provide collaborative, inclusive leadership, driving cohesion in a large, complex organisational setting. In addition, you will be comfortable working with ambiguity and capable of making high quality decisions in this dynamic setting.

Ideally you will offer experience in organisational development and design, both from structural and cultural perspectives. High levels of strategic and intellectual agility will support your capacity to translate and support operational delivery.

Relevant executive experience from either the private or public sector will be considered equally. Both these positions require the capacity to provide strategic leadership from both an organisational and sector based perspective.
