Job Description

We at the Ministry for the Environment are passionate about making Aotearoa New Zealand the most liveable place in the world.  As the government's primary advisor on the environment we support New Zealand's prosperity - economic, social and cultural - without compromising it for future generations.

We are seeking motivated and capable people with relevant data, information, business Intelligence and analytics experience to drive a forward looking work programme in a green-fields environment.

Data Stewardship

Three vacancies exist within the ministry, two newly created roles in the data stewardship function and one with the National Monitoring System (NMS) team.

The ministry is embarking on a data focussed programme of work focussed on improving the use of information and data across the sector. These roles are integral to the success of this green-fields data implementation.

We are looking for a Senior Integration Developer with some architecture and modelling experience, an Integration Developer and an Analyst.

The Senior Integration Developer needs to be well versed on cloud architecture and integration tools, and while we are still defining the architecture and tooling this role will be a key contributor into the decisions and direction of the implementation as well as coding solutions. The successful candidate will be engaging the sector and creating a flexible big data platform for the long term outcomes of New Zealand's environment.

The Integration Developer will be working alongside the other team members to put in place robust and fit for purpose data assets and solutions including end to end development and stakeholder engagement. Knowledge and experience in cloud technologies is desirable as is, a solid experience in business intelligence and Analytics.

The Analyst sits in the NMS team within the Resource Management Directorate and will be part of taking the NMS to the next level. This will involve liaising with councils around the country (data providers), reviewing, maintaining and implementing data validation and quality assurance procedures, liaison with data management infrastructure providers and analysis of the data we hold. Increasingly we are looking to integrate with other data both in the ministry and externally. An intermediate to advanced knowledge of R or other code based analysis is important, as is an interest in resource management and environmental planning. Experience with R Shiny and SQL would also be an advantage. You will be working closely with people from across the ministry, but particularly with data stewardship.

While we are building from scratch and currently defining the tools and technologies we will be using long term, we are a SQL shop and there is some R development across the ministry that will need to be enhanced and/or rolled into our solutions.

To be successful in the above roles we are looking for candidates with:

  • A proven ability to take responsibility for pieces of work, to distil clarity out of ambiguity, and to manage time and competing priorities effectively.
  • A strategic view, the ability to make linkages and to generate innovative and sustainable solutions.
  • Excellent written and oral communication skills and the confidence to build and maintain purposeful stakeholder relationships.
  • A can do attitude and the ability to work independently and as part of a team.
  • As an individual you'll have significant drive to continually grow and develop both yourself and those around you. We are a Ministry that invests in the development of its people.

We are looking for exceptional candidates whose working style demonstrates:

  • Curiosity – Ask questions, listen and understand other perspectives. Use storytelling, insights from data, real life examples and views of end users to shape your work and grow your thinking.
  • Innovative thinking – Bring fresh thinking and be receptive to others' ideas and ways of working. Problem-solve and advise with impact. Think strategically and      consider regulatory and non-regulatory approaches when implementing policy      changes.
  • A focus on action – Achieve ambitious goals and operate with a high degree of      accountability and judgement.

The following skills and qualifications would be highly regarded:

  • An academic qualification in public policy, law, economics, planning or environmental and social sciences.
  • Relevant experience working in central government, local government or the private sector.
  • An understanding of the principles of the Treaty of Waitangi, Te Ao Māori and engaging with Māori/iwi.

These roles are evidence of the growing desire for data skills in the ministry and the importance we are placing on these skill sets. This is an opportunity for you to make your mark on a highly visible and rewarding programme of work.

If you would like to discuss these roles further please contact Mike Rankin, Programme Manager, Data Stewardship, on +64 21 370920 for more information.
