Senior Analyst Research & Evaluation

We are looking for an experienced social sector researcher or evaluator to take on a fixed term role with the MSD research and evaluation unit. The role would be suitable for a person currently working in a senior research or evaluation analyst role or a high-performing analyst wanting to step into a senior role. Experience with a range of evaluation methodologies is essential.


The senior analyst leads research and evaluation projects, undertakes analysis and provides advice to support the evidence needs of our policy and service. The senior analyst will perform a number of functions to develop their advice:


  • Discuss evidence needs with our policy and service delivery colleagues to determine research and evaluation priorities
  • Consider data requirements
  • Consider the ethics of any research and evaluation work
  • Undertake analysis themselves, with input and support from others in the research and evaluation team, and across MSD
  • Contract elements of the work out to professional research and evaluation practitioners
  • Advise stakeholders on findings, including the publication of final reports.


The role involves working with people across MSD, government agencies, and with others who have an interest in evidence for social policy.


The senior analyst will provide mentoring and support to develop others in the team.


While we are looking particularly for a senior analyst to evaluate the effectiveness of MSD's programmes and support strategic, policy and service delivery decisions with evidence about young people, older people, and people with health and disability issues, there may be opportunities to contribute to the unit's broader work programme, which include:


  • Supporting the evidence needs of the Welfare Expert Advisory Group
  • Developing frameworks and evidence to support the prevention of family violence
  • Progressing our research agenda about families and whanau.


The MSD research and evaluation unit has a work programme that spans the Ministry's sector, policy and service delivery responsibilities. We take a broad approach to the development of evidence and advice that spans quantitative and qualitative methods, and a variety of products to support our clients' decisions.
