The Ministry of Social Development (MSD) is one of the largest government agencies, with a broad range of functions and a presence in most communities across the country. MSD plays a leading role in the public sector through income support, housing, employment, superannuation, student loans, administering funding for community service providers, and providing social policy advice to the Government


About the Policy Group


Our Policy Group is made up of the following policy areas: Housing, Employment & Income Support, Disability, Seniors & International and Community & Families. Each group provides policy advice on these issues to the Government to support New Zealanders.


This Policy Manager role will lead the Housing policy team within the Policy Group.  This person will have a focus on leading MSD's policy response to a range of housing issues such as:


  • Advice on the Accommodation Supplement and Temporary Additional Support
  • Advice on matters impacting MSD clients and other vulnerable people
  • Provide our service delivery team with policy advice to support their housing related functions which include the assessment of eligibility for public housing; emergency housing; managing the public housing register, and
  • Provide the Housing and Social Development ministers with the best advice on MSD housing related issues.


We work collaboratively with the Ministry of Housing and Urban Development, other key agencies and stakeholders in the Housing area. There is also an expectation across the policy group that people will shift areas over time, work across teams and work areas, share resources which provides an opportunity for variety and stretch.


This is a busy and challenging leadership role and includes participation in a positive and collegial leadership team committed to supporting people to deliver quality advice.  This role requires exceptional relationship management skills to work with a wide range of stakeholders including Ministers, non-governmental organisations, and government agencies.
