The Treasury currently has an opportunity available for a strong Analyst/Senior Analyst to join the Financial Markets policy team. Financial markets play an important role mobilising savings, allocating resources to fund new investment, and managing risks. Resilient financial markets are essential to New Zealand's financial and economic wellbeing. As the Government's lead economic and financial advisor, the Treasury's Financial Markets team provides advice on the economic effects of regulation, financial policy, and the design of some key market policies (e.g. KiwiSaver).

The position will provide an opportunity to:

  • Work within a diverse team to develop the Treasury's advice on key policy issues that affect living standards for all New Zealanders
  • Participate in oral briefings to Ministers and regularly engage with senior officials
  • Work closely with experts in the field from other Treasury teams, the Reserve Bank, MBIE, the Financial Markets Authority, EQC, industry, and international agencies
  • Develop your leadership and analytical skills. The Treasury provides significant scope to bring new ideas and thinking to policy discussions, with support available from senior staff

The Financial Markets team are exploring ways to provide more flexible work options to enable us to support diversity, inclusive work practices and wellbeing within the team. Part-time positions will evolve, but will initially be structured in a way that may require small groups of staff to coordinate, provide support, and in certain instances to cover for each other to reduce the pressures that may exist around part-time work. As such, we are seeking someone who can negotiate and commit to coordinating hours with the intent of working around 3 days per week.

This role would suit a policy generalist with a tertiary qualification and a general understanding of macroeconomic or commercial concepts, policy development, regulation and/or financial theory. Advanced quantitative skills or direct experience in financial markets are not required.

Applications at the senior level require at least 5 years relevant policy experience.

Working within the Financial Markets team you may lead or contribute to advice on:

  • The economic or fiscal impacts of financial and/or capital market regulation
  • Crisis management plans that would be activated should a financial institution fail
  • Crisis management and cross-border issues discussed within the Trans-Tasman Council of Banking Supervisors (TTBC)
  • Retirement income and savings policy, including New Zealand Superannuation and KiwiSaver
  • Policy work to support the review of the Earthquake Commission Act 1993

About You

  • Strong written and verbal skills with the ability to communicate complex issues and concepts clearly, succinctly and with influence
  • Critical thinking, analytical ability and learning agility
  • Experience working with others on deep and wide-ranging issues to develop agreed solutions and advice
  • An ability to drive discussion and provide critical analysis
  • Excellent organisational skills
