Commercial Portfolio Manager - Defence Estate and Infrastructure

The NZ Defence Force is seeking a high calibre procurement professional to manage their large and complex Defence Estate and Infrastructure spend. This is an exciting new role that will lead professional relationships with to ensure sustainable, mutually beneficial outcomes.

Reporting in a matrix structure to the Assistant Chief Joint Defence Services (Commercial), the Commercial Portfolio Manager – Defence Estate and Infrastructure will provide procurement expertise across the Defence Estate and Infrastructure portfolio. They will develop, implement, and maintain procurement strategies that optimise value to NZDF.

NZDF is undergoing a transformation that includes how they engage with suppliers. The Commercial Portfolio Manager will lead this change for Defence Estate and Infrastructure. They will need to work with internal and external stakeholders, challenging them to think differently and ensuring a continual focus on opportunities for enhancing value.

The successful candidate will possess the following attributes:

  • At least 10 years experience in senior procurement management roles including responsibility for a large and complex Estate and Infrastructure portfolio

  • Demonstrated success in delivering procurement value

  • Familiarity with the infrastructure supplier market

  • An authentic approach to supplier relationship management

  • An understanding of the machinery of government and the protocols required for government procurement

  • A successful track record as a leader of change

  • Commercial acumen and well-developed negotiation skills

  • Solid analytical skills and a calm and methodical approach to problem solving

  • Proven communication skills at all organisational levels

  • A tertiary qualification or CIPS will be highly regarded

Higher level Security Clearance
  • most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
