Job Description

The State Services Commission (SSC) leads the public sector to make a positive difference for New Zealand and New Zealanders.

We want to hear from experienced writers, researchers and communicators to join to public service reform team. The New Zealand public service is undergoing a period of significant reform, highlighted by the introduction of the Public Service Bill into Parliament in November 2019. The Public Service Reform team plans and coordinates the implementation of the reform programme, including giving effect to the new legislation upon enactment, and supporting changes in policy, practice and culture to support a public service that preserves public trust and confidence while better serving New Zealanders. We must now communicate and explain the reforms to a variety of audiences. In other areas we are looking to conduct further research. The new position (Analyst/Senior Analyst) will be expected to contribute to, and in some cases lead, research projects, the publication of that research in top-rated academic journals, and the translation of those research findings into practitioner-facing publications (papers, op-eds, reports).  The position is for a fixed term of 12 months in order to contribute to the current reform programme, and we are also happy to consider a secondment.

The experience, knowledge and skills we are looking for are:

  • A suitable tertiary qualification or equivalent experience is required.  
  • Previous experience in writing academic publications.  
  • Previous experience in writing non-fiction publications for a non-academic audience. 
  • Excellent communication skills, able to write for a range of (academic, technical, general) audiences. 
  • Proven ability to conduct effective literature reviews and link research to academic literature. 
  • Experience in qualitative research in a social science field (preferred but not required: knowledge of public administration, public policy, political science, governance). 
  • Good organisation and administration skills. 
  • Affiliation with a tertiary education institution, or ability to attain such affiliation (SSC may be able to assist). 
  • Ability to meet the criteria required to hold a NZ Government security clearance at the level assigned for the position.

The Analyst position usually pays between $67,840 to $89040 depending on skills and experience.

The Senior Analyst position usually pays between $92,560 to $121,485 depending on skills and experience.
