What you will do

Our Communications and Information Systems (CIS) Branch is progressing through a period of change and transformation.   Addressing learning and development needs for our transitioning and new team members will be integral to ensuring the success of this transformation.
As the Learning and Development Specialist reporting to the Deputy Director Business Management within the CIS Branch you will be responsible for ensuring the branch sets itself up to have the skills and competencies required to operate effectively in a highly complex, dynamic environment.
This is a 2 year fixed term contract role in which you will:
•             Work with CIS Branch leadership to identify training and development needs for CIS Branch staff, identifying key desired outcomes of learning and development activities and developing a plan for how to achieve these;
•             Contribute to the development of a catalogue of learning and development resources;
•             Build and maintain effective relationships with Defence College and Defence Human Resources to ensure that future staff training and development needs are recorded and the appropriate handover of information is   provided;
•             Arrange and facilitate the delivery of agreed and approved learning and development activities – including liaison with external training and development providers when required;
•             Collect and record feedback on training and development activities to inform future decision-making.
In this role you may also be responsible for delivering training to upskill staff in the use of new tools, processes and/or ways of working.  You may also assist with the coordination of targeted initiatives to upskill new or transitioned staff members.
Most importantly, however, you will encourage a culture of continuous professional development and improvement, where change and transformation is seen by the branch as an opportunity to teach staff new skills and develop new professional competencies.
What we need

We are keen to hear from you are a proactive and agile L&D professional with:
•             knowledge and experience working with managers and leaders to drive results;
•             the confidence and ability to interact with all levels of management / staff;
•             experience in implementing diverse initiatives to support organisational change objectives through training and development;
•             strong influencing and communication skills;
•             experience presenting to different audiences both verbally and in writing;
•             knowledge of learning and development methodologies and evaluation frameworks; and
•             experience in change management and staff engagement.
Ideally you will also have experience in ICT support environments and have an understanding of the Scale Agile Framework (SAFe) way of working

Please note: Applicants must be legally entitled to work in New Zealand (NZ) and be able to obtain and maintain the required level of NZ Government security clearance for the position applied for. The minimum citizenship and residency criteria for security clearances to be granted by the NZ Defence Force are as follows:

Low level Security Clearance

  • most preferably a NZ citizen, who has resided in this country continuously for at least the last five years, OR
  • is a citizen of, and/or has resided continuously in one or more of the following countries for the last five years: either Australia, Canada, NZ, the United Kingdom (UK) or the United States of America (USA); and has a background history that is verifiable and can be assessed as appropriate by the NZ Security Intelligence Service (NZSIS) towards a recommendation of suitability for a security clearance at this level.

If you do not meet these minimum criteria, we will not be able to accept your application.
