Te Kawa Mataaho Public Service Commission is leading the establishment of the Government Digital Delivery Agency (GDDA) following the transfer of Government Chief Digital Officer (GCDO) functions. This is a significant system‑level change, requiring coordinated effort across people, process, technology, information management, security, and governance.
We are seeking a skilled Business Analyst to play a central role in this important transition programme. This fixed‑term role offers a unique opportunity to work at the centre of government, influencing system outcomes and contributing to a well‑governed, seamless integration of critical digital functions.
About the role
As a Business Analyst, you will help lay the foundations for a successful GDDA by understanding, analysing, and documenting the full range of requirements that underpin the shift of GCDO functions into the Commission. You'll work closely with stakeholders across PSC, GDDA, DIA, and other system partners to build a shared view of current state and future state needs, identify opportunities and challenges, and translate complex or ambiguous information into clear, structured, and actionable artefacts.
Your work will directly support decision‑making, delivery planning, risk and assurance processes, and the design of a well‑governed, secure, and future‑focused digital delivery environment. This is a rare opportunity to contribute to a transition that will shape how digital capability is delivered across the public sector.
What you'll do
- Lead and support requirements gathering, analysis, and documentation across business, technology, people, process, information, and governance domains.
- Facilitate workshops, interviews, and discussions to surface insights, validate assumptions, and clarify expectations.
- Produce high‑quality artefacts such as business requirements, process maps, user stories, data flows, gap analyses, and future‑state models.
- Define and document current state, future state, and transition states, including interim arrangements and phased delivery approaches.
- Contribute to the development of transition and migration plans, including sequencing of activities, dependencies, and readiness requirements at each stage.
- Analyse and articulate the implications of change at each step of the transition, including operational, technical, information management, security, and people impacts.
- Identify risks, dependencies, and opportunities to inform transition planning and assurance activities.
- Prepare documentation and advice for governance groups, senior leaders, and project teams.
- Ensure analysis and documentation align with government digital, security, and information management standards.
- Contribute to a high‑performing and collaborative cross‑agency environment.

We're seeking someone who brings:
- Demonstrated experience as a Business Analyst in complex organisational, digital, or system environments, with experience in system migrations.
- Strong analytical skills with the ability to synthesise complex information into clear insights.
- Experience working with government agencies, ideally in ICT, service delivery, or digital transformation contexts.
- Excellent relationship‑building and facilitation skills, with the ability to work collaboratively across diverse stakeholder groups.
- Proven capability in producing high‑quality documentation for decision‑making and governance.
- Strong communication skills, especially in simplifying complexity.

Salary
The full salary range for the band is $107,146 to $143,313. We typically look to appoint to role between $107,146 to $130,507, depending on skills and experience.
