Commercial Team Manager - APEC New Zealand

 

Are you interested in being part of the largest event the Government has ever hosted, that brings 20 World Leaders to New Zealand? The APEC New Zealand planning team is looking for a Commercial Team Manager, a key role in the delivery of Asia-Pacific Economic Cooperation (APEC).

You will be part of an all-of-government programme led by the Ministry of Foreign Affairs and Trade, to plan and deliver a successful Asia-Pacific Economic Cooperation (APEC) which New Zealand will host in 2021. We are a small but rapidly growing team, our work is varied and demanding.

This role will lead development of excellence in APEC New Zealand's commercial practices, providing professional advice, support and assurance across all areas of APEC New Zealand's commercial activities. You will ensure that the APEC21 Programme has the necessary commercial capability in place prior to, during and post event year, and a positive and productive relationship with the NZ business community.

APEC involves a 12-month period of hosting from December 2020 to November 2021 and attracts up to 22,000 attendees to 12 significant events held throughout the year. APEC will bring decision-makers and leaders from across the Asia-Pacific together and will create significant opportunities for New Zealand to promote its economic interests with trading nations including China, the US and Japan.

Your contribution as Commercial Team Manager will help New Zealand to achieve its strategic benefits from hosting APEC. The Asia-Pacific is the fastest growing economic region in the world and APEC is its leading economic forum.

We are a complex, cross-government programme and are laying the foundations to enable a large and diverse team to work effectively, and with agility.

Some of the key accountabilities are:

  • Lead thinking and direction on the unique procurement opportunities and risks across the APEC21 Programme
  • Develop the necessary commercial capability across APEC New Zealand. You will manage a comprehensive work plan to: build and maintain the behaviours, systems, tools and processes required; and appropriately decomission this capability when it is no longer required.
  • Coordinate and prioritise commercial activity across the different programme workstreams for best contribution to the Programme's objectives
  • Lead the specialist APEC21 commercial team in providing assurance of the quality of APEC21 procurement outcomes and processes including effective contract management.

You will offer us your:

  • Extensive senior commerical management experience, with at least 10 years experience managing and leading a team to develop and implement commercial strategies and policies. Your experience will ideally include both the public and private sectors, and experience of procurement in a major event context is desirable.
  • Wide understanding of business process improvement and in-depth knowledge of procurement methodologies and practices at an advanced practitioner level
  • Advanced financial and business planning skills and knowledge
  • Senior level strategic thinking, seeing linkages between multiple streams of work to contribute to effective decision making
  • Experience in the public sector and knowledge of the legislative framework and other guidelines that apply to government procurement
  • Outstanding communication skills; conveys information and ideas accurately and clearly in all media and in a way that meets the needs of the audience.

Secondment from other public sector agencies is welcomed, with the support of the home agency manager.

You must be able to obtain and maintain an appropriate New Zealand Government Security clearance and you must hold New Zealand citizenship.
