About Ministry of Social Development

The Ministry of Social Development (MSD) is the lead agency for the social sector.  We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.


About the Team

MSD Legal provides professional legal advice and advocacy services to all areas of the Ministry.  We advise frontline and National Office staff on a diverse range of matters including welfare, human rights, privacy, media, contracts, and employment law.  We conduct proceedings in the District Court and represent the Ministry before the Social Security Appeal Authority and other Tribunals.


About the Role

This is a senior role reporting directly to the Chief Legal Advisor and is part of a collaborative and tightly knit senior management team. The purpose of the Team Manager is to lead and manage a team providing legal advice and legal support services, and assist in providing strategic leadership across MSD Legal.


About you: 

  • Qualified barrister and solicitor with a current practising certificate
  • Proven ability to provide leadership of a legal or other professional team at a senior level
  • Excellent relationship and people management skills
  • A sound knowledge (or proven ability to quickly obtain) of Public Law, welfare, Privacy and Official Information laws as well as other areas of law relevant to the Ministry's business or ability to mentor these
  • Strategic planning skills
  • Sound judgement
  • Proven credibility, integrity and professionalism
  • Extensive experience in providing legal advice at a senior level
  • Proven record of managing strategies and teams in a complex and demanding environment 
  • Strong communication skills – verbal and in writing
  • Awareness and understanding of Treaty obligations and Partnership issues
  • Strong financial management skills
