About the role

The aviation sector is changing as new and emerging technologies look to change airspace and aircraft design. Our Policy Programme Manager plays a critical role in the development of regulatory policy and strategy to support innovative approaches while ensuring we maintain a safe and secure aviation system.

In this role you will be part of the CAA's International and Regulatory Strategy Team. The work of the team is varied, we cover everything from small drones to large international aircraft operators, and we work with a wide range of stakeholders ranging from private aircraft owners to the Minister on topics ranging from modernisation of our aviation system, the introduction of new technology, influencing international aviation strategies, and the development of risk and performance based approaches to regulation.

You will:

  • manage the complete project lifecycle for multiple Civil Aviation Rule development projects with respect to planning, coordination and project management support
  • provide support and coach team members in project management, in order to enhance the unit's project management capability
  • actively and regularly engage with the Ministry of Transport, and any other stakeholders, regarding the rules programme
  • provide regular reporting to both internal and external stakeholders on the status of rule projects
  • maintain and enhance project management tools and systems for efficient work tracking for the unit
  • guide and provide advice to team members on workflows, procedures and processes
  • assist the Manager International and Regulatory Strategy and Principal Policy Advisors with unit work planning and resource allocation
  • actively seek out opportunities to improve efficiency and quality control
  • assist with the development and implementation of rules education programmes for the CAA and industry.

We are looking for someone with at least three years' relevant experience in project coordination and management, preferably related to legislative or rule development processes. Prince 2 Certification and relevant tertiary qualification highly desirable. Ideally you will already be confident using MS Project. An understanding of the NZ Civil Aviation legislative and regulatory framework and other statutory requirement is desirable. In addition to excellent people skills, this role requires the ability to navigate a complex environment with tact and diplomacy.
