Job Description

The National Ambulance Sector Office (NASO) is a small business unit funded jointly by ACC and the Ministry of Health. Its role is to progress the New Zealand Ambulance Service Strategy, advise on, and administer, ambulance services policy and provide strategic leadership to the ambulance sector. As the Portfolio Manager, you will provide the in-depth ambulance subject matter knowledge, and ambulance service development leadership experience we need to complement our contract and performance management roles.

The Health Portfolio Manager will work as part of the National Ambulance Sector Office, a combined ACC and Ministry group overseeing the delivery of ambulance, ambulance communications and air ambulance to New Zealanders.

Key responsibilities will include the following:

  • Developing strategic portfolio business plans, targets, initiatives and actions that have a continuous improvement approach
  • Forming collaborative partnerships to maintain an understanding of ACCs client, business and service needs along with the wider supply market
  • Owning the end to end strategic sourcing for a portfolio, monitoring spend and contract performance.
  • Developing customised, alternative methods of purchasing, using outcome based models where there is demonstrated value
  • Identifying service change, seeking expertise and support from the design team to develop proof concept pilots, and implementing any necessary contractual change

What we are looking for:

The ideal candidate will have experience in the ambulance sector or working closely with the ambulance sector and have clinical experience. They should understand the major developments in the ambulance sector and be interested in developing a new strategic direction for the ambulance sector.

Experience in planning, developing and managing the purchase of health services, ensuring service levels are delivered, as well as ensuring providers consistently meet agreed high standards and quality requirements is essential.

This will attract an energetic, innovative thinker who has demonstrated experience in improving client outcomes through purchasing third party providers and developing provider performance and relationships.
