Job Description

An exciting new opportunity has arisen for a dynamic and resourceful candidate with a vast repertoire of skills and experience in the regulation of competitive telecommunications markets to be the first Cook Islands telecommunications regulator.

The Cook Islands Government is opening up the telecommunications market to competition. The Cook Islands Telecommunications Market Competition Policy 2019 sets out a policy and legal framework under which service providers will have the opportunity to enter, invest in and competitively supply telecommunications services. The Government will give effect to the new framework through two Bills:

  • Competition and Regulatory Authority Bill 2019 (CRA Bill); and
  • Telecommunications Bill 2019.

The CRA Bill will establish a new independent regulatory authority that will be responsible for regulating a competitive telecommunications market — from licensing and interconnection through to consumer protection and universal service access. The Authority will be constituted by up to 3 members, led by a Chair.

The successful applicant for Authority Chair will have:

  • extensive experience at a senior leadership level in an independent regulatory organisation or law enforcement body;
  • substantial experience in the economic regulation of telecommunications services in competitive markets;
  • demonstrated ability to understand, interpret, and act upon highly technical information and successfully carry out legislative functions;
  • high-level and highly developed communication skills; and
  • exemplary leadership skills including the ability to establish and foster an organisational culture that is ethical, transparent, accountable, consultative and impartial.
