Hōkai Rangi is the Department's organisational strategy for the next 5 years. It recognises and builds on the good work we are already doing; it also looks to find new and alternative ways to achieve better outcomes for the people in our care and their whanau which will result in reduced reoffending.

The General Manager Operations role is responsible for the oversight of the National Operations function which includes a large 24/7 function that supports the people on sentences and orders with electronic monitoring and High Risk Response.    In this role you will be the key link to driving innovation and continuous improvement to deliver positive outcomes to a range of Central Services including the development of a large diverse team.  You will identify and maximise initiatives and delivery approaches that will improve outcomes for offenders, including those people on electronic sentences and orders, who present the highest risk.  You will need to be organised and prepared, be able to balance people leadership and motivating large teams to share a common vision, purpose and work collaboratively to achieve strategic goals. This role is a key strategic leadership position reporting to the National Commissioner.

Key Responsibilities: 


  • Leadership and strategic direction for areas of functional accountability.
  • Champions the Department's key priorities and drives modernisation initiatives and innovation.
  • Inspires and leads a team of specialists and / or managers with accountability for the effective and efficient delivery of services.
  • Works to identify and implement ways in which service delivery can support better outcomes for Maori.
  • Demonstrates effective leadership and proactive enquiry into the health and safety and wellbeing of staff.
  • Provides specialist advice to the National Commissioner on the National Operations and High Risk Response teams, and be a member of and effectively participate in the Correction Services Leadership team;
  • Supports the leadership activities related to the over-arching governance and risk management structures in Corrections Services.
  • Overall strategic responsibility for the management of the National Operations team, providing oversight and strategic guidance around the key operation support issues for direct teams and for the wider network;
  • Supports the National Commissioner to lead, embed and strengthen major business transformation programmes in relation to the way we deliver services and influence outcomes.

To be successful in this role you will:

  • Experience in the successful development of corporate and business strategy, operational planning and budgets.  Proven and demonstrated experience at a senior management level, ideally in a Corrections or related environment.
  • Demonstrated experience in leading and driving change by motivating large teams to share a common vision, purpose and to work collaboratively to achieve strategic goals.
  • Awareness of justice sector trends and issues and the cultural, political and social environment of Corrections service delivery.  Good working knowledge of key agencies, both government and non-governmental in the social/justice sectors.
  • Sound professional judgement and decision making.
  • Strong relationship management skills including strong working relations with internal and external agencies and stakeholder groups.
  • Can demonstrate experience in leading large scale teams providing services on a 24/7 basis
  • Can operate effectively in a Māori cultural setting and appreciate the complexities and whole of government related to succeeding with Māori.
  • A Strategic thinker with advanced problem solving and analytical skills.
  • Excellent written skills including executive report writing.
  • Knowledge of the requirements in relation to health and safety management with a proven ability to lead a positive health, safety and wellbeing culture, and awareness of obligations and requirements in relation to employment conditions and cultural responsiveness.
  • Demonstrated ability in managing risk within risk frameworks.
  • A tertiary qualification desirable.

Must be capable of obtaining and must retain appropriate level of security clearance through NZSIS
