NZDF business cases must conform to Treasury and Cabinet business case standards and requirements, such as Better Business Cases (BBC). In this role, you will be responsible for ensuring NZDF business cases are developed to the required standard. To achieve this you will provide robust analysis and advice to stakeholders on the development and verification of business cases. You will also provide specialist support to both develop and report on benefits.
Key duties include:
- Developing business cases and associated documents;
- Providing expert benefits management advice tobusiness units, and programme and project teams;
- Coaching and mentoring peers and subject matter experts in business case writing techniques;
- Undertaking health checks of programmes and projects and providing recovery support;
- Contributing to the compliance of business case standards by identifying and documenting issues as they arise; and
- Committing to continuous improvement of business practices and processes to ensure compliance with NZDF policies, SOPs and legislative requirements.
This role needs to be flexible to work throughout the Wellington region as business needs require.

We are looking for someone with policy analysis, business analysis or project management experience, who is interested in developing their expertise in business cases, programme management and project management. We need a motivated self-starter who can work autonomously.
To be successful in this role you will need excellent communication and relationship management skills with the ability to influence and gain the confidence of stakeholders.
Ideally, you will also have:
- Excellent analytical and decision making skills with the ability to think strategically;
- The ability to translate business needs into requirements;
- The ability to accurately identify key issues to complex business problems and to identify workable solutions whilst differentiating between business need and individual desire;
- The ability to relate technical information to the needs of non-technical experts and to business objectives/outcomes;
- A tertiary qualification in a relevant field or evidence of equivalent knowledge gained by experience; and
- Knowledge and understanding of Treasury's Better Business Cases model is desirable.

The Ministry of Defence and New Zealand Defence Force have a shared accountability for the Defence Capability Management System. Capability in this setting is defined as “the personnel, equipment, platforms, and/or other materiel that affect the capacity of New Zealand to undertake military operations”.
The Capability Management System operates across all phases of the capability life-cycle from strategic policy, to identifying the capabilities required to deliver it, and then acquiring, delivering, operating, and eventually disposing or replacing them. The people who make up and support this system come from both the Ministry of Defence and the New Zealand Defence. The aim of both organisations, working together, is to operate a Capability Management System that delivers the right capability on time and to budget using best practice in all activities.
The Senior Business Case Analyst is one of a number of roles which, working closely with its counterparts across both organisations, will play a key role in ensuring this objective is achieved.

Higher level Security Clearance
- most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
- is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
