The Senior Advisor Portfolio, Programme and Project (P3) Systems is responsible for supporting senior management to fulfil their responsibilities as the co-stewards of the Capability Management Framework (CMF) by maintaining the Capability Portfolio, Programme and Project (P3) body of knowledge published on a website. A key component of this role is to support internal stakeholders and work with process and content owners to keep content current, easy to understand, and aligned to good practice.
The Senior Advisor is also responsible for championing the CMF, ensuring that there is a clear and consistent understanding of the benefits it delivers for the Capability System and identifying and implementing opportunities for improvement.
Duties of this role will include:
- Supporting appropriate and successful Capability Management by contributing to Capability System and process level continuous improvement programmes;
- Ensuring guidance framework content is accessible and user focussed;
- Ensuring that Programme Management Office advice is consistent, effective, practical, correct, and in line with the NZDF and Ministry of Defence agreed Capability Portfolio, Programme and Project Management System; and
- Supporting the translation of policy and strategic change into operational policy and easy to apply working practices.

We are looking for someone who can proactively engage with Defence personnel to ensure they have a solid understanding of how to undertake Portfolio, Programme and Project Management processes in the Defence context. As the successful candidate, you will have an extensive understanding of Portfolio, Programme, and Project Management as well as effective communication skills.
Additionally, you will possess:
- Proven ability to translate theory, technical jargon, data, and information into usable, accessible content and pragmatic and practical solutions;
- Proficient skills in MS Word, Excel, and SharePoint; and
- Proven ability to build and maintain effective working relationships with a wide range of stakeholders, including senior management; and Analytical and advisory experience of gaining insights from lessons, surveys and statistics, to enable continuous improvement of processes and online information repositories.

The minimum citizenship and residency criteria for security clearances to be granted by the NZ Defence Force are as follows:
Higher level Security Clearance
- most preferably a NZ citizen who has resided continuously in this country for the last 10 years, OR
- is a citizen of, and/or has resided continuously in one or more of the following countries for the last 10 years: either Australia, Canada, NZ, UK or the USA; and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
