The Manager, Personnel Security (PERSEC) is responsible for leading a small team to assess all uniform and civilian NZDF personnel, reservists and contractors to determine their suitability to gain or maintain a National Security Clearance (NSC). The role manages the delivery of a range of case work, including complex investigative and assessment functions as well as advisory and educational briefings, across the full range of NZDF NSC holders.
This role sits within the Counter Intelligence and Personnel Security (CIPS) function. CIPS encompasses PERSEC, the Clinical Psychology function and the Defence Counter Intelligence team (DEFCI). CIPS is also responsible for managing the NZDF approach towards deliberate insider threat activities.
Manager PERSEC also supports the DSY Senior Leadership Team (SLT) in the establishment of long-term organisational strategies and plans. This includes contributing to strategic development, business improvement, change management, risk management, policy development, talent management and engagement for DSY.
This role is based in Defence House Wellington CBD, and requires regular domestic travel as you will be managing a team based at different NZDF Camps/Bases throughout NZ. Occasional international travel may be required to attend conferences or professional development opportunities.

We are looking for an experienced and highly capable leader who employs robust critical thinking, interpersonal savvy, discretion and tact to manage sensitive information encompassed within case work. You will lead the triage, coordination and case management of all NSC holders requiring PERSEC oversight while ensuring your team are provided the appropriate level of guidance and support to identify, evaluate and assess information in respect to personnel security risks within NZDF.
You will have:
- Demonstrated expertise in managing and providing oversight of complex investigations or assessments in a large, multifaceted organisation.
- Ability to proactively identify, enhance and implement improvements to systems and processes for the team and wider CIPS function
- Excellent attention to detail - demonstrated ability to produce and review written deliverables and provide tailored and constructive feedback.
- Proven ability to critically analyse complex information and make effective recommendations to senior leadership and management.
- A very high level of communication and interpersonal skills with the ability to translate complex information so that it is easily understood by the target audience.
- Proven ability to plan, task, coordinate and prioritise the capacity of their team across a complex range of activities.
- A full New Zealand Class 1 Driver's License.
- Ability to gain and maintain a Top Secret Special national security clearance.
Please note: As this role requires a high level of security clearance, you will need to be / have been a NZ, UK, Australian, Canadian or USA citizen for a minimum of 10 years to be eligible for this role.
The successful candidate is required to undergo a psychological assessment as part of the pre-employment security vetting process.

To be eligible for the required level of government security clearance with the NZ Defence Force, you need to meet certain citizenship and residency criteria. Here's what you need to know:
Higher Level Security Clearance
- You must be a New Zealand Citizen for at least the last ten (10) years.
- At minimum, you must hold New Zealand Permanent Residence or have a current New Zealand Residency Class Visa, and you must be a citizen of and have lived in Australia, Canada, United Kingdom, United States of America or New Zealand continuously for the last ten (10) years.
- To obtain this level of clearance, you must have a background history of fifteen (15) years that can be verified and assessed appropriately by the NZ Security Intelligence Service (NZSIS) to determine if you are suitable for a security clearance at this level.
